The Countermeasures For Sustainable Growth Of Rural Collective Economic Organization Income

The rural collective economy is based on the socialist system in our country,is the material basis for the socialist new rural construction,and it is also a prerequisite to realize the harmonious development of rural society.Developing the rural collective economy,is an important and urgent task,we should address the problems of the development about the rural collective economic organization income.Based on the importance of this paper,taking the rural collective economic organization income as the research object,through zhenjiang rural collective economic organizations of income as an example,paper preliminary proves zhenjiang rural collective economic organization income structure and the problems existing in the income levels,and puts forward to promote the rural collective economic organization income countermeasures.The first chapter is the introduction part,through the retrospective analysis of research status at home and abroad,summarizes the research achievements of domestic and foreign experts and scholars,in order to obtain research ideas and research methods.Paper in the second chapter is the definition and theoretical basis,makes the rural collective economy and rural collective economic organizations clear,and then gives the concept of rural collective economic organization income.Based on Marxism,paper traces the "Capital Theory" in the ownership and property rights theory,land rent theory,industrial structure theory,and under the background of new rural theory "agriculture,rural areas and farmers".The third chapter introduces zhenjiang income situation,through practical investigation and analysis of high income village,low income village and the income structure of ordinary village.It is concluded that zhenjiang rural collective economic organizations experience in expanding income summary,analyzing its existing problems and restricting its factors.In the fourth chapter,the paper is to promote the rural collective economic organizations countermeasures and suggestions.The author thinks that,increasing theincome of the rural collective economic organizations should follow five steps,the first thing is to attach great importance of the rural collective economic organization income,strengthen the development of the organization income consciousness,strengthen the organization leadership of party committee of the government,strengthen the typical experience of demonstrative leading.Secondly,optimizing the environment of the village collective economic organizations is important,the government should formulate preferential policies and lighten the village spending and reduce the burden on farmers.Thirdly,the innovation way of obtaining additional incomes is to develop village collective resources,expand investment channels,innovative development ideas,and increase the income of the village collective business.And then,we should strengthen the construction of village collective organization team,strengthen the management of village cadres and introduce competition incentive mechanism.Finally,the rural should improve the level of operation and the management of the village collective organization,the government should enterprise rules and regulations,improve the capital management system,strengthen the supervision and improve the level of audit.
