Research On Public Policy Innovation To Promote Employment Growth In The Aged Care Industry

Facing the complex international situation,increasing the downtown pressure on the economy,the pressure of employment growthand increasing social contradictions,Since the eighteenth national congress of the communist party of China,the government has put forward a sentence that “employment is the foundation of the people's livelihood” and some point of views that we should carry out the strategy of developing employment first,implement a proactive employment policy,encourage and support the public to start up business repeatedly in many meetings and multiple files.“The13th Five-Year employment promotion planning” was adopted on the State Council's standing committee meeting in January 18 th,2017.The planning mentions that we must expand employment industriously and develop consumer services with large workfaces,for example aged people service industry and health care industry.The aged people service industry is a new industry with enormous development potentiality,high employment and low influence of the short-run fluctuation development.It can be used as one of our country's the new growth points of China employment and economy.Innovating employment promotion policy of aged people service industry a significant measure.It can guide laid off workers,the peasant-worker,college student to engage in aged people service industry.And it can deal with the aging problem,solve the problem of pension services' supply and demand,relieve the employmen pressure at present,and guarantee the people's livelihood,ect.In this paper,the first chapter is the introduction.The second chapter is the theoretical basis.In the first,I explain concepts of aged people service industry and public policy.Secondly I introduce theoretical foundation of innovative public policies about employment promotion of aged people service industry.The third chapter is an empirical analysis of the employment effect of pension service industry in order to research the current situation,abilityanddevelopment potential of aged people service industry's employment.The fourth chapter is a review of public policies regarding China's pension service industry employment growth.In the fifth chapter,the pension service industry employment and employment policies' problems is summed up with the questionnaire survey method and compare method and poin out the necessity of innovating the employmentpromotion policy.The sixth chapter describes the principles,objectives and specific path of the innovation on employment promotion policy of aged people service industry.
