With the deepening of economic globalization and the further pushing on of "the Belt and Road" plan,China has stepped from a big processing and manufacturing country into a power,and in many areas it has ranked the first in the world.Under the background of the great development of the domestic and international economy,the domestic banks are facing new development opportunities and new development space.At the same time,the banking industry is suffering a great test.How to improve the competitiveness of the banking industry has become the focus of many banking practitioners.As a strategic performance management method based on vision,the Balanced Scorecard is concerned about by more and more enterprises.And the enterprises have adopted the Balanced Scorecard performance management system to transform their performance management,and have achieved some results.The introduction of the Balanced Scorecard into the performance management of commercial banks,can break the traditional management system which regards the financial indicators as the main evaluation indicators,and can take the financial factors and non-financial factors into comprehensive consideration,so as to realize the balance of business interests and the interests of employees,long-term and short-term interests,local interests and overall interests,business interests and the interests of shareholders and protect the implementation of corporate financial indexes.Taking the China Construction Bank X Sub-branch as the research object,this dissertation redefines the new Balanced Scorecard index system,where the risk innovation index is introduced into the traditional index system,thus forming five dimensions that a banking enterprise implements the Balanced Scorecard.Based on the five dimensions,the key performance index system of performance appraisal is constructed.This dissertation investigates and analyzes the performance management system of this sub-branch by use of questionnaire method.The investigation sample covers different ages,different education backgrounds,different gender,different working years and different departments,and the investigation content covers five dimensions which are financial,customer,internal processes,learning and growth and risk innovation.It is found that the employees of this sub-branch pay more attention to the financial dimension,and the weighted least dimension is learning and growth.So it is easier to ignore the important influence of non-financial factors on the enterprise's strategic objectives.According to the research results,the introduction of the Balanced Scorecard can combine the strategic objectives with the performance management system of the commercial bank closely,and the concrete practice of the performance management in this sub-branch has achieved remarkable effects,thus making a good exploration for the promotion in the whole bank.
