| Huabei Oilfield is an important oil and gas production base,large state-owned oil production enterprise in eastern China.In recent years,with the decline of oil production,a serious shortage of reserves,and increasing competition of domestic and international oil markets,Huabei Oilfield faces tremendous pressures and challenges of survival and development.The development strategy of Huabei Oilfield was deeply studied to get it out of the woods and to achieve sustainable development.Through in-depth study of the development status of international and domestic oil industry,combined with analysis of the international and domestic political and economic macro-environment,the impact of the external environment on the development of Huabei Oilfield was analyzed and the external opportunities and threats was summarized using relative strategic management theories and SWOT Model.External factor evaluation matrix(EFE matrix)was used to evaluate the external environment of Huabei Oilfield comprehensively.The internal strengths and weaknesses were dissected and the key internal factors that influence the development of Huabei Oilfield were summarized through systematic analysis of the development status of Huabei Oilfield resourcesand capacity.Internal factor evaluation matrix(IFE matrix)was used to evaluate the internal environment of Huabei Oilfield comprehensively.Based on SWOT matrix analysis,the four alternative strategies were presented that can be employed by Huabei Oilfield.The strategic choice model was used to selected the strategy plan.It reaches the conclusion that the best strategic combination of Huabei Oilfield is SO strategic combination in the increasingly fierce domestic and international market.Give priority to growth development strategy,diversification and defensive strategy were supplemented.The goal is to create a trans-regional enterprise,which conventional oil and gas exploration and development oriented,the coordinated development of unconventional oil and gas and new energy sources,steady improvement in the total economy,business structure is more reasonable,business chain is more complete,and the three major business segments operate in harmonious status.Through analysis and comparison,a development strategy of Huabei Oilfield is developed,including strategic target,strategic planning,strategic implementation,and three layers of the business development strategy.Finally,constructive measures and recommendations were proposed to ensure the implementation of the strategy and management of Huabei Oilfield. |
