As market-oriented reform of railway vigorously promoted by China Railway Corporation,the issue about performance of railway transport enterprise is becoming more and more not's allow to ignore.The railway transport enterprise need to attract social capital investment to solve the problem of insufficient construction funds.The railway transport enterprises need strengthen their own management and improve economic efficiency to attract social investment.A set of scientific comprehensive performance evaluation system can not only evaluate management results of enterprises roundly,also can provide enterprises with strategic development guidance.But the existing performance evaluation system of railway industry can't completely adapt to the development of the railway transport enterprise,especially for the commercial railway transport enterprise.Therefore,this paper selects Guangshen Railway Company Limited which is named as the "top seed" of China's railway reformation as a case,try to construct a set of performance evaluation system suitable for the commercial railway transport enterprise.This paper summarizes the theory of performance evaluation and the research status of railway transportation enterprise performance evaluation in domestic and overseas firstly,then summarizes the existing research results.Secondly,this paper illustrates the related concept,the theory foundation and the common method of enterprise performance evaluation.And then introduces the general situation of Guangshen Railway and the status of existing enterprise performance evaluation system,pointing out that the deficiency of existing performance evaluation system.Then refer to the concept of the balanced scorecard,choosing index of comprehensive performance evaluation preliminary from five dimensions of the financial,internal business processes,customer,learning and growth,social responsibility.Then screening indicators further with the method of correlation analysis,and establish the comprehensive performance index system for Guangshen Railway.It would come into being an integrated comprehensive performance evaluation system through determining weights by the analytic hierarchy process.Finally made a vertical study of Guangshen Railway by using the comprehensive performance evaluation system,finding the defect and put forward some proposal.The comprehensive performance evaluation research for Guangshen Railway has a guiding significance to the reality for improving its comprehensive performance so as to achieve sustainable development.At the same time,the comprehensive performance evaluation system build in this paper giving a reference on performance evaluation and development to other similar railway transport enterprise.It is conducive to the development of railway transportation in China.
