The energy structure situation of Jiangsu province is rigorous,coal proportion of energy consumption is about 70%, and coal-fire proportion is about 80%, cause great environment press. But it's hard to come true because it needs stands at the economic sight to reveal the strategic path of energy structure optimization. The article tries to reveal strategic path and design policy suggestions for energy development of Jiangsu province based on the results of energy structure, energy efficiency and GHG(greenhouse gas) emission.The article has 7 chapters. Chapter 1 brings up the research object, literature review and the framework. Begins from international and domestic energy situation,the article finds the Jiangsu province has duty to resolve the harsh energy situation for China as a developed province. But compare to Guangdong province Jiangsu has more single energy structure and lower energy efficiency. So Jiangsu province is badly in need of energy structure optimization. Based on this the article reads 100 articles for analyze the energy structure and construct the framework. Chapter 2 concludes the basic theories. The article use sustainable theory and system control theory for reference to research the energy structure optimization and choose the research methods. The core of energy structure optimization is diversify the energy structure which has supply and demand aspects. The characteristics of energy structure optimization is improving the energy efficiency and decrease the green house gas.Chapter 3 &4 reveal the economical and environmental benefits of energy structure optimization. Chapter 3 calculates the energy structure variety and energy efficiency of Jiangsu province by Shannon-wiener index and data envelop analyze.The results show that both energy structure and energy efficiency of Jiangsu province are in the lower level of China, and optimize the energy structure variety can improve the energy efficiency at 12% every unit. Chapter 4 analyses the influence factor of GHG emission by LMDI model. And calculates the effect of energy structure,industrial structure, technology innovation, openness degree, education degree, etc to GHG emission based on panel data model and compares provinces/cities in 3J,Yangtze Delta, Pearl Delta area by forecast the peak of these provinces/cities.Chapter 5 take Moran I to analyze whether there is heterogeneous in Jiangsu province, certificates the factors of Jiangsu province energy structure by spatial econometric model and set the optimize path of it. Chapter .6 points the optimization of energy structure optimization should ensure the energy market balance, the core rule of energy structure optimization is "More coal burning for power and more clean power". So the article build the system dynamic model of energy structure-energy efficiency-carbon emission within energy structure optimization, and set non-fossil energy development, control coal consumption, industrial optimization and collect environmental tax etc 4 polices. The results show that energy structure should optimize with these 4 polices.Chapter 7 points out the next research area. Above all, the article begins at international and domestic macro energy situation, finds the energy supply and demand structure optimization have an important meaning for energy development by using model and investigation. And reveal 4 strategic paths for Jiangsu province energy structure optimization including improve non-fossil energy development, levy environmental tax from supply side, and control coal consumption, planning fire power development from demand side.
