Intelligent Property Rights Protection And Chinese Provincial Industry Growth

The 21 st century is regarded as the "knowledge economy era",and intellectual resource is a huge driving force for its development.With intellectual resources development,competition and protection becoming a global focus,intellectual property rights protection system has become the topic of academic circles,since it is closely related to intellectual resources protection.At the beginning of the reform and opening,China began the legal construction of intellectual property rights protection.Along with the implementation of China's "innovation-driven development strategy" and the economic take-off,the protection system of intellectual property rights played an increasingly important role in China.Despite the remarkable achievements of the Chinese economy as a whole,there have been significant differences in regional economic growth,especially in the areas where the regional gap in industrial growth has widened,and these gaps have led to a series of economic and social problems.In order to explore the reasons why China's industrial growth gap is widening,some scholars have studied the industrial growth from the perspective of human resources,marketization level and FDI,and found that these factors have led to differences in the industrial growth.In order to reveal the differential impacts of the regional system on industrial growth,this paper will examine its effects and function ways on the industrial growth of China's provinces and autonomous regions from the perspective of intellectual property rights protection,and further reveal how the regional differences are transformed into industrial differences.Firstly,based on the definition of the concepts and the literature review,this paper makes a theoretical analysis on the mechanism of the impact of intellectual property rights protection on industrial growth.Through analysis we believe that intellectual property rights protection affects industry growth through its impacts on innovation.Intellectual property rights protection brings monopoly profits to the rights holders,inspired their enthusiasm for innovation,while at the same time slowed down the spread of technology transforming from personal technology to social technology.It will lead to innovation inertia if the protection period is too long.Therefore,we think that the positive impact of the profit mechanism plays a major role firstly,but with the strengthening of intellectual property rights protection,the impact of negative technology diffusion mechanism gradually dominated.There is an "inverted U" relationship between intellectual property rights protection and technological innovation.As we all know,there is a positive relationship between technological innovation and industrial growth,so there is also an "inverted U" relationship between intellectual property rights protection and industrial growth.Then,on the basis of theoretical analysis,we have carried on the empirical researches to the effects and the ways of the influences of intellectual property rights protection and provincial industrial growth,using industrial data of China's provinces in 2005-2014 to verify the impacts of intellectual property rights protection and industrial growth.We found that there's an "inverted U" relationship between intellectual property rights protection and industrial growth,but the current China is in the positive correlation stage.This means,strengthening intellectual property in China currently can promote industrial growth,and the industries with high technology sophistication develop faster in areas where intellectual property rights protection is strong.Using industrial data of China's provinces from 2000 to 2009 to verify the relationship between intellectual property rights protection and innovation ability,we find that there is also an "inverted U" relationship between the two,and the innovation bias of intellectual property rights protection is related to industrial bias,so as to reveal the channels that intellectual property rights protection influences industrial growth through technical innovation.
