In recent years,with the improvement of farmers' living standards and the promotion of e-commerce into rural areas,the development of rural e-commerce has gradually become the focus of state,government,society and enterprises.At present,the number of rural Internet users in China and the growing demand for online shopping is expected in 2017,the overall turnover of rural e-commerce will reach 200 billion peak.China's rural e-commerce trading volume continues to grow,but overall e-commerce into the countryside in China there are still many problems,is still in the initial stage.In China,the backwardness of rural logistics and delivery companies and their own issues,limiting the further development of rural e-commerce.E-commerce into the rural areas of the hardware facilities,logistics and distribution,quality of service and market order is still to be improved in the development of rural e-commerce,the existing logistics and distribution system is not suitable for the development of rural e-commerce needs,planning e-commerce logistics and distribution system can not be ignored.Hebei Province,regardless of the construction of village-level e-commerce service center or from the e-commerce logistics and distribution system construction,are actively involved in promoting the pace of e-commerce into the rcountryside.Xing Tang County is one of the 2015 national e-commerce comprehensive demonstration counties.Research on the planning and management system of e-commerce logistics in Xing Tang County can help to complete the high-efficiency "industrial products to the countryside" and "agricultural products into the city" two-way logistics circulation tasks,improve the efficiency of logistics and distribution,integrate resources,save logistics and distribution costs,and promote the rapid development of e-commerce into rural areas.In this paper,we first use the ISM to explain the structural model to analyze the influencing factors of the logistics and distribution system planning in the county,and find the most important influencing factors.The preliminary planning of the three-level commercial and commercial logistics distribution system.And then establish a collection coverage model to further county-level electricity business logistics and distribution system planning;.Finally,the fuzzy comprehensive evaluation method is used to evaluate the planned scheme,which provides an alternative planning scheme for the development of Xing Tang County rural e-commerce logistics.
