workers causes the reducing of rural homestead use efficiency,Under the condition of guarantee a certain amount of cultivated land area in the country,how to effectively use the limited land is an important subject.Therefore,revitalizing the rural homestead of extensive use of form and improving the rural construction land intensive utilization degree saving is very necessary.At the same time the state in order to apply the most efficient use of land carried out by the land remediation,urban and rural construction land to increase or decrease linked to the "three land" reform and other policies for the withdrawal of homestead to provide a policy support,and the defects of rural homestead system itself is also difficult to adapt to the rapid economic development situation,So it is inevitable trend to the land system reform.Homestead exit policy related to hundreds of millions of farmers living security issues,so it must be cautious,and the new policy from the set to execute exists all kinds of difficulties,how to find out the existing problems,and put forward the corresponding countermeasure is necessary for policy implemented smoothly.At present scholars about the homestead exit the problem of key isn't much and more concentrated in the economically developed areas to existing exit mode of exploration,it's lack of the study of the western region.This article embarks from the land system change,to explore the inherent law of land system,according to the supply and demand of land system in seven town of dunhuang city,for example,using Logistic model analysis the various influence factors in homestead exit,refining its key problems,and to interpret the connotation of the land.The main research conclusions are as follows:(1)This article describes the change of the homestead system since the founding of the nation,from the formation of the homestead system and development of specification to the present reform,each stage has its own unique characteristics,from the mandatory institutional changes to the induced institutional changes,Homestead system has long lagged behind the economic development is its unique reason,they are the results of each interest group game,but also the relative price of land elements of the results.(2)The change of land system is determined by supply and demand of land system,the main body of the homestead system is the government,its policies formulated and implemented is to maintain the stability of the society as the goal,therefore,Therefore,the homestead exit policy is based on the pilot form,has a certain lag;While the main demand for homestead is more farmers,and they pursue to their own interests as the ultimate goal,as the value of land property manifestation,they hope to get more land rights.From seven town of dunhuang city,the empirical shows that local housing land supply is not coupled with the demand,supply significantly greater than the demand,there exit potential of 265.5mu.(3)The exit of the homestead is related to the any related individuals,especially the farmers that own the housing land use rights,they are very important in giving up the homestead.Taking seven town of Dunhuang city as an example,according to the Logistic model and reference literatures,the 26 factors influencing the exit of the homestead were analyzed and 12 major influencing factors were screened out,Of which three negative influencing factors,and nine positive influencing factors.(4)According to the empirical study,it can be seen that the main obstacle factors in the exit of the homestead are mainly concentrated in three aspects: of farmers that have the traditional thinking of the shackles and the impact of differences between urban and rural areas,rural social security is not perfect,some farmers have value-added expectations and exit compensation mechanism is not perfect;The collective organization has its own organizational ability and economic pressure;The government is mainly financial burden and government departments of coordination problem.The key problem is analyzed,as the famers' existing queryies and lacknees of sense of security;the collective lacks profitsdriving because of it is not the direct stakehold;the government takes the risk of investment fail as the result of uncertainty and non-controllable of economy and policy.(5)Through the exploration of homestead,this paper explores the issue of the withdrawal of homestead to define the connotation,respectively from the form three aspects of farmers,collective and government,and explores a breakthrough system according to homestead exit problems from the basic policy,compensated use,security mechanism,collective administration,government coordination,etc.
