Optimization Land Use Policy Of Integrative Land For Industry Park In View Of Industrial-city Upgrading

Industrial park is an important carrier of industry development.In the background of “new normal” economy,promoting the industrial-city upgrading for the industrial park is a critical path to achieve the industry transformation and upgrading and the sustainable economic development of China.Land,as a key factor of the industry development,the park's upgrade of the industry-city integration puts forward the new demand of integrative utilization for the utility type of the interior land.Creating new land utilization type to meet the demand of integrative land utilization,realizing the macro-regulation function of the land use policy,will has vital practical significance for the transformation and upgrading,industrial structure adjustment and optimized of the industrial park.Based on the land use planning,urban planning,industry development planning related principle,this paper makes a research from aspects such as principle,policy and empirical study.Firstly,analyzing the relationship between the land utilization type and the industry development,and sorting out the research status of land use control and the land using integration at home and abroad.Secondly,taking the East Lake New Technical Development Zone as research object,analyzing its status quo and the problems confronted in the condition of land planning to achieve the upgrade of the city and industry integration.Thirdly,through the research economic and policy feasibility,foreign and domestic cases,analyzing the obstacles and risks may occurred for the optimized solution of the integrative land use policy.Proposing the main paths of the policy regulation from planning control and land supply management two aspects: enhance the elasticity of the usage control,optimize the management of land supply.And based on the regulation mechanism and domestic and foreign case analysis to put forward the creative suggestions for the policies: from the angles of enhancing the land using compatibility and optimizing approval process to propose the land utilization policy optimization of enhancing the elasticity of the usage planning control;from the angles of creating diversity land supply way,confirming useful life with enterprise life cycle and creating land price management,to propose the land utilization policy of optimizing the management of land supply.
