Research On The Evaluation Of Poverty Alleviation Effect Of Traditional Chinese Medicine Industry In Xuanhan County

Poverty is a problem which has aroused wide attention all over the world,and poverty issues have an important impact on the stable development of society.Rural poverty alleviation work has achieved remarkable results in China since reform and opening up,however,the poverty population in China is widely distributed and the level of economic and social development varies from region to region,the resource conditions are also different and so are the causes of poverty.We must recognize that China's current rural poverty alleviation work is still very difficult.The decision of the CPC Central Committee and State Council on winning the fight against poverty is put forward to ensure that the rural poor will lift themselves out of poverty by 2020,taking precision poverty alleviation and precision poverty eradication as the basic strategy.Besides,it points out that it is necessary to make use of the advantages of resources to develop the special industries to alleviate poverty and implement poverty alleviation in poverty-stricken areas.The effect of industry poverty alleviation affects the success or failure of poverty alleviation.Xuanhan County is located in the western region,and it is one of the focus of national poverty alleviation and development work counties,belonging to the Contiguous poor areas,the old revolutionary base areas,but also a regions inhabited by ethnic groups.so it has a certain representation.Xuanhan County government is taking great effort to developing Chinese herbal medicine industry and implementing policies of Chinese herbal medicine industry poverty alleviation.It is of great significance to study the poverty alleviation effect of traditional Chinese medicine industry in Xuanhan County.This paper attempts to verify and enrich study of the predecessors,and provide theoretical basis and reference for the government to formulate relevant poverty alleviation policies.This paper takes Xuanhan County as the research object and the actual situation of Xuanhan County to analyze the effect of Poverty Alleviation in Traditional Chinese Medicine Industry in Xuanhan County.First of all,this paper analyzes on the Current Situation of Poverty Alleviation in Traditional Chinese Medicine Industry in Xuanhan County.Secondly,this part is the driving force of poverty alleviation in Chinese medicine industry of Xuanhan county.And then design the corresponding indicators to build a logistic regression model to evaluate the effectiveness of Chinese herbal medicine industry poverty alleviation.Besides,This part is the problem and reason of poverty alleviation of Chinese herbal medicine industry in Xuanhan county.Finally,the corresponding policy recommendations are put forward.The main conclusions drawn in this paper are as follows:First,Chinese herbal medicine industry poverty alleviation in Xuanhan County has a positive impact on changes of farmers income,farmers employment opportunities and farmers income-generating capacity.Whether the education level of the head of household is poor,whether the cooperative relationship is close,the expectation of the poverty reduction effect of the Chinese herbal medicine industry,the government subsidy,the government's propaganda of the development of Chinese herbal medicine industry,the investment of chemical fertilizers and pesticides,the increase in the number of cultivated land Have a significant impact.Other variables have no significant effect on the increase in household income.Leading enterprises have brought a positive impact on farmers' income,but the strength of leading enterprises is not strong,so it is necessary to increase the support of leading enterprises.Whether the head of household education is fully farmed,whether the cooperative enterprise is the leading enterprise at the provincial level,times of training,the effect of training has a significant impact on the change of employment opportunities of farmers,and other variables have no significant impact on changes in employment opportunities for farmers,Poverty alleviation of Chinese herbal medicine industry has a certain positive impact on the increase of employment opportunities for farmers,but there are still some shortcomings,for example,the cooperation between farmers and leading enterprises needs to be strengthened,the strength of leading enterprises is not strong,so it is necessary to increase the support of leading enterprises,meanwhile it is also necessary to strengthen the training of farmers to improve their skills.Whether the head of household is fully farmer,whether the head of household is poor,whether the relationship between farmers and leading enterprises is close,the effect of training have a significant effect on the change of farmers' ability of generating income,and the other variables have no significant effect on the change of farmers ' ability of generating income.Chinese herbal medicine industry poverty alleviation in Xuanhan County has a certain positive impact on improving farmers' ability of generating income,but there are also deficiencies,the strength of leading enterprises is not strong enough,we should increase support for leading enterprises,and strengthen cooperation relationships between farmers and leading enterprises.and we also should attach great importance to the training of farmers to improve the skills of farmers.Second,The problems existing in the poverty alleviation of traditional Chinese medicine industry in Xuanhan County mainly include: the leading enterprises of Chinese medicine industry poverty alleviation are weak,the role of farmers' economic cooperation organizations in poverty alleviation of Chinese herbal medicine industry is weak,the interest connection mechanism deviates from poverty alleviation goals,the government behavior is not standardized,the related conditions are not perfect.The reasons for the problems of poverty alleviation in Chinese medicine industry in Xuanhan County are: poor natural conditions,low cultural quality of peasants,excessive transfer of rural labor force,lack of leading enterprises,lack of relevant systems and lack of scientific and technological research and development and promotion of talents.According to the conclusions of this paper,the following suggestions are put forward: cultivating and supporting leading enterprises,strengthening the construction of farmer's economic cooperation organization,perfecting the Linkage Mechanism of Poverty Alleviation in Chinese Medicinal Materials Industry,pay attention to the construction of poverty alleviation team,strengthening the construction of relevant supporting conditions,Strengthening the Popularization of Agricultural Technology of Poverty Alleviation in Chinese Medicinal Materials Industry.
