Study On Land Use Structure Optimization In Changshou District Under The Perspective Of Coordination Between Urbanization And Cultivated Land

At present,our country is in the stage of rapid development of urbanization,A large number of cultivated land inevitably occupied for construction land,Total cultivated land reduced,contradiction between human and land were increasingly prominent.Changshou District,as an important district of Chongqing city development zone,Economic development is relatively fast,urbanization process are accelerating,Changshou District is the key battleground of urbanization and the key areas of undertaking industrial and population transfer in Chongqing in the future,these positioning and development goals gives great responsibility to Changshou District.On the one hand,it must realize the rapid development of urbanization,gathering new industries and population,constructing the city's important manufacturing base.On the other hand,adhere to the four modernizations synchronous development and the economical and intensive use of land,co-ordinating urban and rural,do not massively increase urban construction land,Stick to the red line of arable land.The key is to coordinate and solve the relationship between the urbanization and cultivated land protection.first of all,this paper analysis the condition of urbanization and cultivated land resources quantity change in Changshou District,Intuitively reflected the cultivated land resources decrease trend under the influence of the urbanization,And by constructing the index system,this paper studies the urbanization influence factors and influence mechanism on cultivated land resources quantity change,It concluded the main cause of the cultivated land resources change under the rapid development of urbanization.Secondly,this paper constructed the coordination degree model of urbanization and cultivated land resources,and analyzed the coordination degrees of urbanization and cultivated land resources for the past 15 years.Finally,this paper constructs land use structure optimization model under the perspective of the urbanization-cultivated land coordination,through the analysis of development trend around the land use classification,with the demand of urbanization development and cultivated land resource demand,Aiming at comprehensive benefits maximization(social benefits,economic benefits and ecological benefits),to achieve land use structure optimization in Changshou District.the main research contents and conclusions are as follows:(1)Since 2000,Changshou District is in the stage of rapid development of urbanization,the urbanization level improved steadily and continuously.From 43.12% in 2000 to 67.51% in 2014,a 24.39% increase,the average annual growth is 1.54%.Cultivated land resource quantity showed a trend of falling volatility as a whole.Dropped from 62277.92 in 2000 hectares in 2014 to 56517.00 hectares,cultivated land area reduced 5760.92 hectares in past 15 years,the average annual fell 384.06 hectares,Urbanization development,occupied more of arable land,Urbanization development,occupy more of arable land,contradiction between human and land were increasingly prominent.(2)Choosing five categories,a total of 12 indicators to measure the effect of urbanization on cultivated land resources change,such as population growth,economic development and urban expansion,agricultural development and people's life.Through principal component analysis,it concluded that the cultivated land resources change mainly influenced by the overall development of the social economy,the second is the development of agriculture.(3)This paper constructed the coordination degree model of urbanization and cultivated land resources,and analyzed the coordination degrees of urbanization and cultivated land resources for the past 15 years.The results show that,from 2000 to 2014,the overall coordination of urbanization and cultivated land resources in Changshou District changes rapidly,it performed reluctantly harmonic –basic harmonic to basic harmonic-harmonic change trend.the urbanization level improved rapidly,but the cultivated land were basicly within the scope of the bearing capacity threshold.the coordination degree improved,but the development is still not harmonious.(4)This paper mainly discusses land use structure optimization under the perspective of coordination between urbanization and cultivated land.Taking Changshou District as the research object,Setting up ten variables,such as cultivated land,garden land,forest land and grassland,urban land,rural residential land,independent industrial and mining,and the land for scenic spots,transportation and water conservancy lands,waters,and other land.This paper set three objective function,that is,the economic benefits,ecological benefit and social benefit,and through the entropy weight method and combining AHP method,it calculate comprehensive benefit of the objective function as the optimization of objective function in this paper.It set up some constraints,such as the urbanization development constraints,The coordination constraint of urbanization and the cultivated land resource,agricultural structure adjustment constraints,construction land area constraints.Using lingo16.0 software programming,and combining the development trend of land use for prediction and adjustment,it concluded some optimization solutions under the different degree of coordination and the urbanization development level.According to the principle of comprehensive benefit maximization,this paper select plan six as the final optimization scheme.(5)In plan six,agricultural land area and construction land area are increased,other land area are decreased.With the land use structure of farmland,arable land keeps the status quo,forest land and garden plot are increased,a slight drop in the grass.With the land use structure of construction land,rural residential land decrease,Urban land,independent industrial and mining,and the land for scenic spots,transportation and water appropriately increased.other land rea totally reduced,unused land decrease,water area increased.It corresponds to the development status of Changshou District,it has a certain guiding significance of adjusting and optimizing land use structure in the future.(6)Changshou District,as an important district of Chongqing city development zone,to coordinate and solve the relationship between the urbanization and cultivated land protection,it must be carried out some measures,such as a new type of urbanization construction,promoting agricultural land protection,coordinating development of urbanization and cultivated land protection.Adjusting the land use structure in Changshou District,and then it realize land use structure optimization under the perspective of coordination between urbanization and cultivated land.
