Study On Management Reform Of Road Passenger Transportation Industry

The inflection point of road passenger transport developments has appeared after years of sustained growth development.With the high-speed railway construction and the growth of private car travel,the decline problem of passenger and transport volume has appeared in management of road passenger transportation.High-speed rail network is relatively developed in the eastern regions,the impact to road passenger transport industry is more apparent.As in Zhejiang Province,the ticket of passenger line from Hangzhou to Nanjing was scarce in the past,but now the industry has collapsed,it is a natural result caused by changes in the external environment.The business situation of road passenger industry worsened,the voice of survival and development in existing enterprises increased,but the business adjusting was difficult because of the manage mode.So the malpractice of industry management hidden behind rapidly development correspondingly appeared gradually.Industry management has made great obstacles to constraints on the enterprise business and market mechanisms building.The demand for reform was stronger whether on business or industry management department.It was of great significance for our country road passenger transport industry through researching the feasibility of industry management reform project and systematically designing reform principle and foundation.Here we analyzed current passenger management background and reasons from the history of passenger transport.We survey traveler trip characteristics in passenger station through questionnaire,analyze the impact of different factors on passenger transport,study the characteristics of passenger demand and evaluation of existing passenger transport.We study the supply situation of road passenger transport market,count the run features of legal and illegal market,collect and analyze each result of survey,research the cause of current restraint in industry development.We got the cause of problems and analyzed systematically through four aspects as industry management,enterprise operation,passenger station and market mechanism.Based on the cause of problem,worked out a preliminary project of industry management reform,surveyed industry management departments and enterprises.Analyze survey results to determine the reform implementation.Because of the complexity and systemic,we put forward ideas and principles of system reform in order to ensure the direction and correct position of road passenger transport development.Research shows that the existing management mode can not adapt to the new situation ofroad passenger transport development.Convenience is the key factor that affect travel mode choice,prices are no longer sensitive on the contrary.But in the supply market at present,the convenience is not so good in legal market,the service quality is poor,the problem in illegal market was unresolved in a long time.Overall,relationship between government,enterprise and market was dislocation and failed to adjust,causing great restraint in enterprise business.Through reform,decentralization can further streamline administration,the content related to business behavior can be returned to market,the building of competition rules in business process will be possible.Meanwhile,the reform is not easy,and any minor changes will affect the operation of the whole management mechanism.So,it was important to design a system reform ideas and principles,as well as the reform program of the system.Approval mode dominated in the industry,not only bound to adjust business operations,but also become a huge resistance to the healthy development of the industry.But the market rules and operating mode has not been established,further reforms starting from the actual demand were needed in order to release the vitality of market,give full decisive function of market in resource allocation.At the same time,in order to better play the regulatory function during thing and hindsight,the industry management was needed to be freed from the tedious market management.Then,road passenger transport industry can full play the transport advantages of door to door,and coordinated with the development of integrated transport.
