Perfect Study On Emergency Mechanism Of Grain Security In Developed Main Grain-cousuming Area

Humanity's most fundamental relationship is with what we eat.Grain security is related to people's livelihood,economic development and social stability.Since the eighteenth congress,general secretary of Xi Jinping stressed several times that solve the problem of eating is the top priority in governing.Strengthen the construction of grain security system,improve the government ability of grain security and to cope with the grain emergency,all are the important measures of implement general secretary's strategic deployment,who asked to improve the ability of grain security.In recent years,with the leadership of the party committees and governments,the construction of emergency mechanism of grain security in developed main grain-cousuming area of our country has made important progress by strengthening the construction of one plan and three mechanism,improving the grain regulation system,building a network of grain emergency supplies.But at the same time,there are many weak links.Especially,the grain emergency management mechanism is not sound,the grain emergency supplies is inadequate,and the ability of grain secutity management is imbalance etc.,and there is large gap to the actual emergency demand.Grain emergency mechanism construction is a complex social system engineering with wide range and influence factors.This thesis has a perfect study on grain emergency management theory and gives a detailed analysis on composition of grain emergency system,based on the analysis of the grain emergency state on the connotation,characteristics and classification,using the modern system theory and the basic principle of modern public crisis management theory.Finally the thesis analyes the current situation and the existing main problems of grain emergency mechanism in developed main grain-cousuming area,in the case of Ningbo,and puts forward suggestions to strengthen the construction of emergency mechanism of grain security in developed main graincousuming area.In this thesis,framework consists of five parts.The first part of the thesis starts with overview of the significance of the study,literature review and research methods at home and abroad.The second part is to summariz,research and develop the basic concept and theory of grain security and emergency mechanism of grain security in developed main grain-cousuming area.The third part gives an analysis of the problem of grain security emergency in developed main grain-cousuming area,based on the present situation of emergency mechanism of grain security in developed main grain-cousuming area,interaction between the government and the market.The fourth part puts forward policy suggestions to improve emergency mechanism of grain security in developed main grain-cousuming area,by analyzing the risks in different links of emergency mechanism of grain security.The fifth part is epilogue.The focus of the thesis is systemic risk analysis of emergency mechanism of grain security in developed main grain-cousuming area and policy suggestion to improve emergency mechanism of grain security based on developed main grain-cousuming area.
