Small and medium-sized enterprises in the areas of Jiangsu and Zhejiang are characteristic with short period of development,limited management experiences,small scales and relative weak asset strength.At the same time,they face with fierce competitions in the industry.Many small and medium-sized enterprises do not set a specific human resources department,so they are lack of systematic policies and strategic human resource planning.All those reasons lead to high rate of core personnel loses,recruitment difficulties and more difficult in employment.Therefore,the issue of employment demands for middle and small-sized enterprises has become a problem that needs to be solved urgently.In view of this problem that needs to be solved urgently,It is more important whether the government can provide high qualified and efficient public services and improve the public information service platform to meet the needs of small and medium-sized enterprises in the aspects of choose and employ staffs,so as to the alleviate enterprise structural shortage of employment demands.Starting from related theoretical researches of public services,the author presents the government’s functions and responsibilities of public services and the actual situations of small and medium-sized enterprises employment demands,analyzes public service problems and difficulties and the role the government plays during the actual operation process of public service of employment demands of small and medium-sized enterprises.Based on those situations and through comparing with the public-service system construction of developed countries,the author puts forward reasonable suggestions for the government on how to further promote the development of small and medium-sized enterprise and meet the requirements of their employment demands on the basis of summarizing and concluding.This paper is divided into five chapters.Chapter one is the introduction.Chapter two elaborates related concepts and theories of public services supply approaches,major suppliers,and service-oriented government construction,etc.This chapter discusses the contents and requirements of public services at first,then puts forward the theoretical development of multifaceted sources of public services,and finally discusses the requirements of service-oriented government construction by combining with the characteristics of enterprise development.Chapter three presents the actual situations of public service of small and medium-sized enterprises employment demand.This chapter elaborates the conditions of consumption to the public service of small and medium-sized enterprises in the actual production process,analysis their characteristic and summarizes the existing problems.Chapter four discusses the difficulties faced in the operation process of public services.Firstly,this chapter discusses the countermeasure researches of the public services applied by the government to promote the employment demands of small and medium-sized enterprises,and explains the problems encountered by combing the current situations in the process of actual operation.Then,this chapter also analysis existing problems from multiple points of view.By drawing lessons from excellent development experiences at home and abroad,chapter five puts forward the role the government should play,and the government shall promote the effective development of the public service of small and medium-sized enterprises employment demands by perfecting policies,establishing diversified cooperation mechanism and supervision and management.
