Evaluation Of The Supply Level Of Infrastructure Public Goods Along “The 21st Century Maritime Silk Road”

In October 2013,President Xi Jinping proposed the strategic concept of "the 21 st century Maritime Silk Road" when he visited the ASEAN.In fact,this strategy is to solve the problem of regional governance,on the one hand is to provide public goods within the region."Facilities Unicom" is the priority areas to build the "21st Century Maritime Silk Road",the Improved infrastructure along the silk road is important for the the strategy,but the infrastructure in many countries along the silk road is under expected.So,what are the specific situation of the infrastructure public goods in these countries? If a series of analyzes can be made clear of the supply level,China and other countries will be able to provide regional public goods of infrastructure more quickly to the countries in need.This can not only help these countries improve the backward infrastructure conditions,but also can fight for more rights for China in the international governance.To solve these problems,this paper has reviewed theprevious studies,it shows that there is still a lack of study on the "public goods of the infrastructure along the Silk Road".So,after defining the scope of this infrastructure including transportation,communications,electricity,health care,and education,a sample of 36 countries was selected to divide into ASEAN,South Asian,the Middle East and West Asia and the Red Gulf and Indian Ocean West.Next the paper establish the evaluation index system about the supply ofinfrastructure,and collects the 2014 indicator datas mainly from the WDI database.And then a description of the supply situation of the four zones is described for each category of the infrastructure.And then,this paper evaluates the level of the supply of infrastructure public goods by using the SPSS19.0 and Excel software.We make a clear understanding of the level of infrastructure construction by the score when use the combinational evaluation method which combines Principal Component Analysis with Entropy Weight Method.After combining with the previous analysis of the supply situation,this paper found that most countries in the Middle East and West Asia,as well as Singapore,Malaysia,Brunei,have a higher level in the supply of infrastructure public goods.Countries in South Asia,Red Gulf and Indian Ocean West,as well as Myanmar and Lao,which supply level is under expected.Last,this paper concludes some suggestion in the view of the Twenty-first Century Maritime Silk Road,presents the focus of China's provision of infrastructure public goods for the countries along the silk road,and poinsout the need for convenient and effective financing mechanism,mutually beneficial trade cooperation mechanism and good political relations and so on.
