Study On Proposal Of China's 21st-Century Maritime Silk Road

The Maritime Silk Road has played an important role in communicating China and Europe in the areas of economy and culture. In October 2013,Chinese president Xi Jinping visited Indonesia and called on China-ASEAN to cooperate on developing ocean economy and to build 21 st-Century Maritime Silk Road together. The 21 st-Century Maritime Silk Road will prompt the ASEAN?the Middle East and Europe to form a huge market together. This paper mainly study the 21st-Century Maritime Silk Road from four aspects:why is it been proposed, what is it talking about, how can it influence the world's development and how will it develop.First, In the international community, the world's economy has been influenced a lot by the financial crisis and haven't recovery, while exploiting the ocean become an impetus to the economic development. In domestic, China's national economy are on a great turning point and China must seek a greater development from domestic and overseas.Second, the 21st Century Maritime Silk Road carry out fully cooperation with various countries under the principle of mutual benefit, openness and tolerance in five areas:policy communication, facilities unicom, trading, financing, communication with the people.21st Century Maritime Silk Road is a public good that China provides for the world's development, and it welcomes the participation of all the countries to grasp opportunities for development, share the fruits of development and the economic prosperity. It is an innovative model of collaboration which is different from existing cooperation model. Besides, it complements the existing cooperation mechanisms, international organizations and the financial institutions, and jointly promote the development of the existing cooperation.Third, the 21st Century Maritime Silk Road, connecting ASEAN, the Middle East and Europe, has a great impact on the whole world. For China, it is a vital policy to break America's political and economic blockades, to protect China's sea routes and energy-supplying routes. It is also an important guarantee for China to join the international community and play its role based on its real strength. For surrounding countries, it provides a lot of economic cooperation opportunities, which helps those countries to expand the international market. However, China Threat Theory still gets large population. What's more, the South China Sea Issue and border disputes become complicated. For the U.S., the 21st Century Maritime Silk Road is believed to challenge its great sea power, impact its Asia-Pacific strategy and impede its economic development.Fourth, the 21st Century Maritime Silk Road as a proposal to implement more than two years, some projects success while some failure. There are opportunities and difficulties in development for the 21 st Century Maritime Silk Road. China needs to seriously consider promoting the 21 st Century Maritime Silk smoothly. Under the principle of mutual benefit, China should carry out open and inclusive equal partnership with other countries, and it is necessary not only to strengthen ties with governments, but also to strengthen ties with other parties and civil forces, to ensure the sustainable development of the project. For disputes, China should adopt a restrained approach, as far as possible a peaceful solution. Although there are various problems of development in the 21st century maritime Silk Road, and its prospects even been questioned at home and abroad, but the paper argues that the 21st Century Maritime Silk Road will develops sustainably for several reasons. First, the international community recognized the importance of infrastructure; second, along the Road, it is the problem that the country's infrastructure development lags behind does exist, which even is affecting the economic development; third, it is an innovative cooperation model; fourth, it meets the profits of China and the world's development.
