China's Nuclear Power industry has developed rapidly in the 12 th five-year plan,and a Nuclear Power Plant export strategy has been put into the 13 th five-year plan.There are still many parts of the Nuclear Power equipment that still imported from oversea as these technologies are patented and exports restricted by United Nation policies,other technical restriction may apply and hence have high price.The localization of China's nuclear power equipment can effectively solve many of the above problems.Nuclear Distributed Control System(Simplified as “Nuclear Power DCS” hereafter)is one of the most important equipment of nuclear power plant.The localization of Nuclear Power DCS has great significance for China's nuclear power industry development and export capabilities.This paper starts from the perspective of government policy and out future market potential,and demonstrates the feasibility of Nuclear Power DCS localization.Literature reviewed analyzes the present situation of the application of Nuclear Power DCS both home and abroad,and also carries out relative theory study accordingly,which creates a theoretical foundation on localization of Nuclear Power DCS implementation strategy.This paper has selected a company as its case study object;using SWOT method to analyze the strengths,weaknesses,opportunities and threats of the company's Nuclear Power DCS localization,the problems for this to achieve Nuclear Power DCS localization including Nuclear Power DCS project execution competency development,license permit restrictions,Nuclear Power DCS product requirement acquisition,research and development resource acquisition and schedule impact between Nuclear Power DCS R&D and project application.To resolve these issues,this paper analyze the formulating and optimizing process of a company's Nuclear Power DCS localization strategy for a company: base on current nuclear engineering projects,set progressive goals to achieve Nuclear Power DCS localization during the design and construction of 15 th nuclear power plant unit.This paper also proposes three objective quantitative indexes to measure a company's Nuclear Power DCS localization status.The two objectives indexes are Nuclear Power DCS localization rate objectives,competency level objectives..Then this paper analyze the implementation and effectiveness of the company's Nuclear Power DCS localization strategy,qualitative and quantitative analyzes of the execution status of its five Nuclear Power DCS project(total 12 units)including contract mode,work mode,project achievement,Nuclear Power DCS product research and development project progress.By comparing the localization status with Nuclear Power DCS localization rate objectives,competency level objectives,this paper summarizes a company's Nuclear Power DCS localization periodical experience and achievements;points out the deficiencies;and predicts the Nuclear Power DCS localization result for a company.According to the current situation,this paper considers that based on nuclear engineering projects,setting progressive goals to achieve Nuclear Power DCS localization is effective.Although the company's Nuclear Power DCS localization is ongoing,it will already have certain experiences and achievements,which demonstrates competency for a company to achieve Nuclear Power DCS localization.This paper has a certain practical applications and research values for a company to realize Nuclear Power DCS localization,and also can be referenced for other nuclear power plant equipment localization projects.
