Since the nineties of the twentieth century, with the acceleration of international trade liberalization, traditional tariff and non-tariff barriers have been continuously decreasing, so the developed countries begin to search some new restrictive measures for international trade. The rapidly increase in economy after world war II brings many environmental problems, environmental protection has become an aspiration of the people all over the world. To protect and improve the environment, many countries have established various environmental codes and policies of trade. However, protectionism tries to change these environmental policies, which are named green barriers, into the tools of actualizing trade protection. As a main province of foreign trade in China, Zhejiang province must face the problem of green barriers during the process of dealing in trade. On one hand, green barriers bring the negative effect for competitive ability of exports, market admittance and profit of exporters. On the other hand, green barriers also bring the positive effect for the economy of Zhejiang Province. Therefore, through theoretic analysis and empirical study of green barriers, the author brings forward some suggestions and policies, which have the practical meaning.This article analyzes green barriers by quantitative and qualitative analysis, and follows theoretic analysis, positive analysis and countermeasure to organize the text. This paper is divided into five parts. The first part is preface, which elaborates the meaning of writing, correlative domestic and overseas researches, innovations and difficulties. The second part discusses the concept system, foundation stone, basic character and development trend. The third part uses partial equilibrium analysis to explain the mechanism, effect for import countries under small country's condition and country effect of green standard. The fourth part discusses the positive analysis about the effect of green barriers on Zhejiang export. The third and fourth part are theemphasis and difficulty. In the fifth part, the text puts forward the methods to answer the green barriers from three angles, government, enterprise and association.
