Research On The Utilization Efficiency Of Collective Forest Land Resources In Gansu Province

For the society which advocates the ecological environment and the social economy,the strategic position of forestry industry is unshakable.With the development of forestry modernization,the sustainable utilization of forest land resources has become the trend of forestry development in the future.For the fragile ecological environment and green vegetation in Gansu Province,the sustainable development of forestry is one of the important measures to realize sustainable development.At present,there is still a big gap between the development and utilization of forest resources in Gansu province and the eastern provinces,and there is still a long way to go.The development and utilization of forest resources can not be separated from the encouragement of the government and the participation of farmers,but more importantly,scientific management and training.This study uses qualitative and quantitative methods to analyze the utilization of forest resources.First,by understanding the changes in Gansu province at present before and after the development of forestry and forest management occurred in Gansu Province,combing the existing in forestry management problems in the process of the future and whether there is the use of the necessary;secondly,construct the evaluation model of DEA,calculating and analyzing 2014-2015 of forest production efficiency of ten counties in Gansu province the selected index.In the non DEA effective years,can be found that there is a certain degree of redundancy,the projection of the analysis,the effect of capital investment is the main reason;thirdly,through constructing the model of influencing factors,using the Tobit model,several influence factors were analyzed;finally,combined with the conclusions,the corresponding suggestions for the promotion of Gansu the province of forest resources.The final conclusions are as follows:(1)the current utilization of forest resources in Gansu province is generally low,there are still a lot of room for improvement;(2)forestry science and technology level is low,the production and operation of the cause of forest is vulnerable to natural conditions,thereby affecting the efficiency;(3)the main factors of the non effective forestry DEA is the scale benefit is low,positive offset technical efficiency;(4)input redundancy phenomenon,resource inputs are not completely transformed into a large number of output caused by the accumulation of production stages of production data;(5)forestry science and technology training,forestry and forestry subsidies expenditure are the main factors influencing forest resource utilization,if effect of some solutions to these factors brought about,can greatly improve the current status of forest management.
