Research On The Pricing For Public-private Partnership Projects In Urban Underground Utility Tunnel

With the rapid development of society and economy and the continuous growth of people's needs,the public's requirements for the quality of urban infrastructure and public services are increasing.The urban underground utility tunnel has incorporated various types of municipal pipelines by constructing a tunnel space in the urban underground,which effectively solves pipeline construction problems such as zipper roads,and has been vigorously promoted by the country.However,the project has a huge investment and long investment recovery period.In order to solve the financial pressure of local governments,the public-private partnership model has begun to be widely used in the projects.As a large number of urban underground utility tunnel PPP projects in China have gradually entered the operational phase,in order to ensure the healthy and sustainable development of the projects,project stakeholders have become increasingly aware of the importance of reasonable pricing.By studying the pricing of PPP projects for urban underground utility tunnel,a complete charging pricing scheme is proposed in this thesis.Firstly,the operation mode of the urban underground utility tunnel PPP project is analyzed in this thesis with sorting out the characteristics of the project operation,the types of pipelines,the project cost and benefits.And the current status of charging pricing is analyzed from the aspects of the pricing basis,the charging pricing model,and the project implementation.The problems existing in pricing are summarized and analyzed from pricing management,pricing concept and pricing method,laying a foundation for the reasonable charging pricing of PPP projects.Secondly,Through literature research,expert interviews and other methods,the influencing factors based on factor analysis are classified and reduced.Then it concludes that the realization of reasonable pricing needs to be based on a reasonable pricing method with policies standard,price supervision and price adjustment as a guarantee in this thesis.Finally,combined with the interests of the three key pricing entities of the government,social capital,and pipeline units,by quantifying the pricing goals and constraints,a pricing model based on multi-objective planning and identifies cost sharing ratio of different pipeline units is built.Taking the specific project as an example,the pricing model constructed is used for an example analysis.On this basis,specific guarantee measures for the smooth implementation of toll pricing are proposed.In terms of policy standards,it proposes to establish and improve pipeline corridor regulations,related incentive policies and toll pricing standards.In terms of price supervision,it proposes to improve prices hearing system,date third-party regulators and strengthen price information disclosure.In terms of dynamic price adjustment,a price adjustment mechanism has been established from the aspects of price adjustment principles,methods and processes.Through the combined effect of the above measures,it is expected to provide a guarantee for the smooth development of pricing of PPP projects for urban underground comprehensive corridors in China.
