Study On The Result Of Agricultural Machinery Purchase Subsidy Policy And Regional Differences In Jilin Province

Agricultural modernization is both the process and methods in the period of Chinese agricultural development.The State Council has release Document No.1 for 14 th consecutive years in case to solve the problems about agriculture,rural areas and peasantry.Agriculture mechanization level can not be ignoring when the agricultural modernization was talking about.Ministry of Finance and Ministry of Agriculture first release agricultural machinery purchase subsidy policy aims at pushing the increasing of agriculture mechanization level that shows significant effect in Jilin province which was one of the first pilot provinces and the main grain producing areas when carried out the policy from 2004.Both qualitative and quantitative method were used to analyze the data during the 11 th and 12 th plan period related to agricultural modernization by macro and micro positions about the result since the implement of agricultural machinery purchase subsidy policy.Policy details of agricultural machinery purchase subsidy policy had been observation scientifically,and in that way the history,the funds,the number of agricultural machinery tools,the scope of equipment,the object and other actual policy documents were well mastered and analyzed for the first step.Second,the number of agricultural machinery,grain production,labor transfer,per capital income of farmers,conservation tillage area and other important items since the agricultural machinery purchase subsidy has been used in Jilin province.An objective dynamic comment standing by economic,society and ecological points of view was done after collecting and analyzing these data.42 cities and countries were picked from the eastern,central,and west of Jilin province to be the samples by using the CCR model in data envelopment analysis method and giving the relative efficiency,sequence,resolutions of them.Overall evaluation of the implementation effect was evaluated,and after that,scientifically and systematically suggestions combined with national conditions were given according to the whole study which stunted the development of agricultural machinery purchase subsidy policy in Jilin province.
