Research On Synergy Of Agricultural Machinery Purchase And End-of-life Subsidy Policy

In 2004,China officially implemented the subsidy policy for agricultural machinery purchase.Subsequently,in 2012,some provinces were selected as pilots to implement the subsidy policy for the retirement of agricultural machinery,aiming at solving the actual needs of high pollution,high energy consumption and low efficiency of agricultural machinery.In recent years,agricultural machinery subsidies are still an important factor guiding the prosperity of the agricultural machinery market.Agricultural machinery purchase and scrap renewal subsidies act on the agricultural machinery market from different links and promote the development of agricultural mechanization.Giving play to the advantages of the two policy synergies will help promote the optimization of agricultural machinery and equipment structure,promote energy conservation and emission reduction of agricultural machinery,promote the safe production of agricultural machinery,and stimulate the vitality of the agricultural machinery consumer market.After fully reading the domestic and foreign literatures related to agricultural mechanization policies and policies,this paper briefly reviews related research.Subsequently,based on the understanding of the implementation status of the agricultural machinery purchase and scrap renewal subsidy policy in Shandong Province,this paper went deep into the research in Linyi City,Shandong Province,and conducted the first policy quantification and synergy study on the purchase and retirement of agricultural machinery.Specifically,through the current situation of the implementation of agricultural machinery policies and the current review and research of agricultural machinery purchase and scrapping renewal policies,the policy strength is determined,the policy target system and measures system are summarized,and based on the target system and measures system.To quantify the agricultural machinery purchase and retirement update policies,calculate the annual values of the two policy objectives and policy measures,and then calculate the degree of synergy.Finally,combined with the analysis of synergy,the existing problems of policy implementation and corresponding countermeasures are given.After analysis,the main reasons for the synergy between the agricultural machinery purchase and the scrap renewal subsidy policy are the policy bundling,the complexity and ambiguity of the policy participants,and the subsidy basis and subsidy requirements.The external environment is mainly hindered by laws and regulations and technology.Bottlenecks,subject participation and enthusiasm and supervision.In the future,the synergy of the two policies will be promoted,and the synergy of the policies will be promoted mainly from the three aspects of improving the operability of the two policies,strengthening the innovation of agricultural machinery and improving the supervision system.Through the research and analysis of the current agricultural machinery purchase and scrap subsidy policies at the national level,in-depth research on grassroots practices,and understanding the direct feelings of the agricultural machinery authorities,agricultural machinery households,and abandoned agricultural machinery recycling and dismantling enterprises in the implementation of the two policies,to find out the current agricultural machinery in China.The problems existing in the policy and how to improve the synergy between the two policies provide a decision-making reference for the formulation of agricultural machinery policies that suit China's national conditions.In the implementation of the policy,the total amount of agricultural machinery and equipment will be gradually upgraded,the structure of agricultural machinery and equipment will be optimized,the scope of agricultural machinery services will be broadened,the policy operation mechanism will be continuously improved,and the agricultural machinery consumption market will be better regulated.
