An Empirical Research Of Export Consumer Goods Quality Risk Evaluation From The View Of Government Regulation

The quality of consumer goods related to the people's livelihood,the quality of export consumer goods not only affect the interests of consumers,but also affect the national economic security and associated with the national image.Guangdong as a foreign trade province,accounting for a quarter of the total value of foreign trade has an important position in trade in the country.August 2013.It puts forward the basic idea of reforming the functions and management of import and export commodity inspection supervision.Including: inspection and quarantine work from micro-management to macro management changes,the inspection and quarantine work put forward a new request,the regulatory focus on post-supervision to the pre-regulatory transfer,requiring the strengthening of the quality of the risk of regulation.With the change of inspection and quarantine policy,the importance of risk assessment of export consumer goods is becoming more and more obvious.Firstly,product quality risk assessment is a new field,this paper uses normative analysis and empirical analysis,clarifying the related concepts of consumer goods,quality risk,risk assessment and government regulation by reading literature and related works,based on the theory of risk control and safety supervision,discussing the relationship between government regulation and risk assessment of export consumer goods.Secondly,using analytic hierarchy process and expert advice to determine the quality of consumer goods risk assessment index system.Third,conducting more than 3,000 export enterprises to obtain a questionnaire survey,being comprehensive inspection and quarantine internal data,Finally,coming to 2014-2016 Guangdong consumer goods quality risk index: 0.576,0.555 and 0.544.The results show that the risk level of Guangdong's export consumer goods has been decreasing year by year,and the inspection and quarantine departments have achieved results in strengthening the quality control of export consumer goods.Based on the evaluation results,this paper argues that improving the government supervision mode is an important guarantee to reduce the quality risk.To this end,we should strengthen the quality standards for the quality of consumer goods to provide a strong protection;from the legislative and law enforcement,etc.,to strengthen the legal system to promote the standardization of law,consumer goods safety laws and regulations such as amendments to comprehensively enhance the efficiency of law enforcement and law enforcement officers.This paper studies the self-defined concept,constructs the evaluation system and applies it to empirical research,and supports the improvement of public policy and performance by empirical results.Further,it tries to innovate in the aspects of idea,system design,empirical path,analysis method and result interpretation.However,in the data mining and government regulation,market screening and risk relationship remains to be further explored.
