An Empirical Study Based On Guangdong Export Goods Quality Safty From The View Of Government Regulation

As is known to all that export trade is one of the three driving force of China's economic growth and being a foreign trade dominated province, manufacturing and outward processing trade play a indispensible role in Guangdong economy. According to incomplete statistics, about 75% of the world's toy production come from China, among them, Guangdong shares 70% of the country's total toy exports. But compared with advanced international counterparts, China's toy manufacturing industry still has a wide gap in quality and safety. Since 2006, quality and safety incidents which happens every now and then in product including toys, lamps and imitation jewelry have intensified trade friction. As a result, they not only ruined the reputation of the whole industry but also exerted a negative impact on the image of our country in the international market. In fact, most of our export products are low and middle level products, high value added and high-technology contented products compose only a small portion of the total products. Based on the brand new international trade environment, quality and safety of export products determine the export trade scale and the level of its industry. Therefore, the question of how to strengthen the safety control of export products and keep a healthy export trade order has become a major concern to the academic and national function departments.The premise of supervisory system and policy perfection is to evaluate the temporary supervision status effectively. Based on the perspective of government supervision, this article starts from the political need, taking exported toys, lamps and imitation products as its research objective and uses original statistics from sampling survey to know quality status, quality standard, quality management and control of related enterprise. What's more, this article aims at identifying problems and seeking solutions to collect information for reference to adjust and perfect related policy.Studies have shown that Guangdong exported toys and other products are generally "medium level" of quality. in the initial stages of macro-and micro-quality of much on meeting the standard stage. Specific indications/embodiments were: the existence of export quality "accident" and recall the incident / product recall issues, and large enterprises export business is relatively stable; product category and style of increase / ; quality control system is basically sound generally perfected/ ; quality to a certain extent the performance of the "enterprise-scale problem."Though the causes of product safety problem touches on a series of factors including industrial structure, export order, management system, technical standards and market environment, which is quite complex, from the perspective of policy supervision, the temporary policy has done enough in controlling, but lack a Concrete embodiments are: the export enterprise quality of the goods is not really the "first responsibility", monopoly, local protectionism, low-cost competition, the supervisory system imperfections has led to the fact that driving force for enterprises to pursue product improvement has diminished gradually.Although the export product quality and safety of the causes / although the causes for export products safety problem are quite complex which involves a series of factors of the industrial structure, export order, management system, technical standards and market environment, but policies on the regulation point of view, the existing policy control is more than enough of the service and specific In the existing system, the export enterprise quality of the goods is not really the "first responsibility" and, monopoly, local protectionism, low-cost competition, the regulatory regime imperfections caused power companies to pursue quality improvement diminishing.As a government department, CIQ is in the charge of regulating the quality of export goods, at present there are still a lot of problems with inspection and supervision on the foreign trade development. The inspection and quarantine institutions on how the new international economic and trade environment in line with government to build functional requirements to meet the current level of economic development and the development of foreign trade import and export commodities situation requires a new mechanism for quality control, theory and practice need to conduct systematic exploration and research.
