The Evaluation System Of Guangdong Export Goods Quality Based On Government Regulation

Since the expansion of the new century, China's trade surplus with the scale, home and foreign trade environment have undergone significant changes, trade friction increase, China's products quality problems in the international market have been a hot issue of global economic and trade relations from time to time, in recent years, the quality of export goods such as toys, has seriously affected the image of Chinese products and even country's. The traditional concept of government regulation of quality exports, models and systems face new challenges.Quality evaluation is the basis for quality regulation, which has formed a relatively complete theoretical system and application methods. This paper was based on the functional institutions that monitor export quality - the perspective of entry and exit inspection and quarantine authorities, government regulation in the sort of quality problems and causes of exports based on the reference quality of the goods and the theory of evaluation methods, try to define the concept of macro export quality, on which to build a technical system. This article's basic idea and the logic is: from the planned economy thought, the quality of China's export focus on micro-quality, ignore the macro-quality, in the socialist market economy and globalization, information technology background, the overall quality of supervision is government supervision's point, and therefore construct exports macro-quality evaluation system to match micro- quality.This paper is divided into five chapters. The first chapter is an introduction, focusing on topics related to the meaning and comb the literature have been determined, the second chapter of the theoretical basis for government regulation, government supervision and quality evaluation of relationships, and the necessary to build export macro-quality evaluation system, the third chapter export quality systems of ideas and technical solutions, the fourth chapter, take representative typical export toy industry in Guangdong as an example, to analyze and evaluate 2008 macro-quality, according to the problems the case reflected, the fifth chapter propose suggestions for government regulation on exports goods macro-quality.As a new derivative concept, export goods macro-quality and evaluation system is a new area of research. In the process of changing a big trade country into a powerful one, to improve product quality is in a key position that determine a country's competitiveness to some extent. Research in this area not only extends the theory of product quality evaluation methods, but also provides a new perspective to government regulation, have important practical significance.
