| With “One Belt And One Road” rise to be a national strategy and The?Decision of Some important problems on comprehensively deepen reform?which made by The third plenary session of 18 th Clearly put forward that : “speed up infrastructure interconnectivity with neighboring countries and regional,promote construction of the silk road economic belt and maritime silk road,form a new pattern of all-round opening ”.As the first cross intercontinental cooperation framework which China as the main body,“The New Silk Road Economic Belt ”(hereinafter referred to as the new silk road)strategy had attracted attention of the international community.The new silk road include a large number of country,the total amount of economic and population account for 21% and 43% of the total amount of the world,it has huge market and potential,in the future,this area will become a new growth point of China's foreign trade and investment.The implementation of the strategy has very important practical significance on deepening China's opening-up pattern.For now,how to promote the construction of new silk road countries' trade facilitation is an important content of the strategy.New silk road trade activity is closely related to level of its trade facilitation,but there are many problems which exit in the countries along the new silk road,like invisible barriers to market access and transparent trade policy still hinder the improvement of the level of trade facilitation and trade activities.While subject to the special geographic conditions and economic development level,there were little research of trade facilitation along the new silk road both home and abroad,so we still lack of theoretical guidance on solve its trade facilitation problems.This article is divided into five chapters.First chapter definite research direction and thinking,reviews the related research results about the new silk road and trade facilitation both home and broad and give a comments on these research.The second chapter defines the meaning of trade facilitation,briefly describes the theoretical basis of trade facilitation,then try to put forward the theory of the reform of the new silk road trade facilitation by relevant theories.According to the existing research results,combine with the actual level of development of the new silk road's trade facilitation,we select import and export goods transit documents requirements,import and export goods transit time,import and export goods transit cost to build the evaluation system of the new silk road's trade facilitation level,the evaluate results show that the level of trade facilitation of yaoarea relatively lower,China's level of trade facilitation is in the middle of these countries.The fourth chapter bring import and export goods transit documents required transit time,import and export goods,import and export goods transit costs into the gravity model,using panel data between2006-2014 to analyze influence that the new silk road's trade facilitation work on China's foreign trade,the empirical results show that the new silk road's trade facilitation has a significant influence on China's foreign trade,and the impact on China's export is more obvious than import.Part variables has inconsistent result with expectations in the regression model regression,but the model does not exist autocorrelation between variables,it shows that the trade between China and the new silk road countries was not only affect by trade facilitation factors,but also affected by other economic and policy factors.On the basis of empirical analysis,this paper designed two sets of scheme to simulated the change of China's foreign trade and trade potential when the trade facilitation reach to average and highest levels of the region.According to the empirical results,The fifth chapter put forward several corresponding opinions on how to promote the construction of the new silk road's trade facilitation state from the view of the new silk road "interconnectivity". |
