Research On Trade Facilitation Of The New Silk Road Economic Belt

With the development of economic globalization and regionalization,the trade between countries is more frequent,and the trade cooperation between neighboring countries is deeper.The establishment of the New Silk Road Economic Belt emerges as the times require.The factors that hinder trade in the economic zone are not only tax barriers and non-tariff barriers,but also low-efficiency behaviors in port efficiency,customs environment,regulatory environment and E-commerce.With the Trade Facilitation Agreement of WTO came into force,trade facilitation has become a powerful measure to increase trade flows,expand trade scale and improve trade quality not only in short term but also in long term.Thus the research on the New Silk Road Economic Belt Trade Facilitation is necessary.Only have a deep understanding of the level,achievement and issues of the New Silk Road Economic Belt Trade Facilitation,can we have a definite object in view during building a high level of trade facilitation.In the process of researching on the trade facilitation of the New Silk Road Economic Belt,this paper illustrates the problems in three levels mainly from the knowing,understanding and analysis aspects.From the aspect of knowing,on the one hand,this paper has a preliminary knowing of the connotation and mechanism of trade facilitation.On the other hand,it defines the New Silk Road Economic Belt countries along the Eurasian Continental Bridges;From the aspect of understanding,this paper expounds the present situation and major problems in the process of trade facilitation among the New Silk Road Economic Belt and explores the causes of these problems;From the analysis level,this paper constructs a new trade facilitation index system for the economic environment in the New Silk Road Economic Belt.We add the secondary level indicator-the quality of rail transport infrastructure based on John.S.Wilson research.Then analyzing the level of trade facilitation from regional facet and index system category facet based on the results of the evaluation of the level of the trade facilitation in the New Silk Road Economic Belt.By means ofknowing,understanding and analyzing the trade facilitation in the New Silk Road Economic Belt,we could grasp the process of the trade facilitation construction at this stage accurately and clearly.In the process of building the index system,this paper joins a new secondary level indicator according to the characteristics in the New Silk Road Economic Belt because the empirical indicator weight is no longer applicable.Thus we use entropy method to re-measure the weight of each indicators in the index system.The weight re-measured makes the results more practical and more appropriate to the level of trade facilitation of the countries along the New Silk Road Economic Belt.According to the research,we could found that the New Silk Road Economic Belt trade facilitation construction is under full swing.However,the problems of trade facilitation construction cannot be ignored.Therefore,we should focus on the database of the trade facilitation index system and make suggestions to the construction of the New Silk Road Economic Belt trade facilitation specific to these problems.
