The Study On The Scale Of Indemnificatory Housing In Hebei Province

The indemnificatory housing is different from commodity houses,which has a security function of housing.In general,the indemnificatory housing is the housing faced to the low-income families.It is limited to the qualified standard,price and rents.The indemnificatory housing generally includes several parts,such as low-rent housing,public rental housing,affordable housing and price commercial housing.The construction scale and size of indemnificatory housing should be in proper level.If the proportion and the size of indemnificatory housing is too large,the government's financial economy will be much heavier,affecting the growth of local economic.On the contrary,it will affect the fairness which affects the sustainable development of indemnificatory housing and social harmony.In this paper,population and per capita construction area in hebei province are forecasted with portfolio optimization model using leapfrog algorithm,comparing with GM(1,1)and SVM model.The results show that it plays advantages of portfolio optimization forecasting model,reducing the influence of random factors and improving the accuracy of forecasting the supply of indemnificatory housing.The result of prediction is more desirable,playing a great role in improving the sustainable development of indemnificatory housing.The constructing proportion and scale of indemnificatory housing is an important part of housing security system in our country.In this paper,through the analysis of the actual expenditure of residents,a reasonable housing guaranteed income line is determinated.This is a case study of Hebei Province that analyse the constructing proportion and scale of indemnificatory housing with the determination methods of housing guaranteed income line.The result shows that in Hebei,the trend of construction policy on the indemnificatory housing is correspondent with theoretical calculation result.The calculation method can accurately estimate the constructing proportion and scale of indemnificatory housing.The construction on reasonable proportion and scale can provide a theoretical reference for the construction of housing security system and it is conducive to the sustainable development on housing.This paper provides a theoretical reference for the construction of the housing security system and contributes to the sustainable development of affordable housing.
