The Study On The Scale Of Indemnificatory Housing In China

Since the reform and opening up, the advance of industrialization and urbanization, brought a huge demand for urban land. The price of land rose continually, so did the housing price, which was far beyond the affordability of most families. As the necessity of daily life, housing is indispensable. However, in the market economy, the low-income families are unable to solve the housing problem by themselves, thus government must take some measures to improve this situation. Started in1994, China has so far constructed a multi-level and comprehensive project of indemnificatory housing, including affordable housing, low-rental housing, limited pricing housing and public rental housing, which has effectively solved the housing problem of low-income families in some degree. However, some surveys show that there are still some problems in the construction of indemnificatory housing, mainly lying in the following two aspects:firstly, the construction progress is rather slow; secondly, the supply of indemnificatory housing can’t satisfy the demand of low-income families.In order to achieve the goal of "everyone has room to live", the scale of housing security in China needs to be expanded. However, the scale of housing security can’t be too large, and it should be controlled in a moderate level. In the next few years, the government should supply indemnificatory housing at a level which meets the demand of the residents. To achieve this goal, the key is to find a scientific way to calculate the needs for housing security of low-income families. And that’s the topic this article plans to research on.In the part of empirical analysis, Sichuan province is selected as a study case. There are two main reasons. Firstly, issues about housing security have regional variations. Focus on only one province, not only can improve the operability of the research, but also find some regular patters among all the districts. Secondly, Sichuan province is an important province in western China, and it has always stood in the forefront of China in the construction of indemnificatory housing. Through analyzing housing security carried out in Sichuan province, valuable results can be found, which could be applied in other provinces.The purpose of this study:by using research findings and classic theories about housing security, analyze main factors which have effect on the scale of the urban housing security. Then establish a model to estimate the demand of scale of housing security. After that, make an empirical research on Sichuan province, estimating the scale of housing security in demand in Sichuan province. Finally give some suggestions to improve the situation.Studies on the scale of housing security are few. In terms of the fact, this article is valuable for filling the blank. What’s more, this research has a strong practical significance. It helps government control the scale of housing security flexibly by observing its influencing factors. When relevant factors change, the scale of housing security should also be changed to adapt to the economic development. On the other hand, as demand for housing security can be estimated, government can keep the supply of indemnificatory housing in a moderate level. Besides, it will play a positive role in helping government establish a long-term housing security system.
