Research On Employment Promoting Function Of Unemployment Insurance

The employment problem has always been an important problem of the people's livelihood.With the new normal economy,economic growth pressure,the employment problem is faced with severe challenges.The transformation and upgrading of economic structure make the structural unemployment problem more serious in our country."The 13 th Five-Year" plan said that the unemployment problem is an important problem of people's livelihood to make full employment as a priority target for economic development and to realize full employment of higher quality.China's unemployment insurance system has been established in 1986,after thirty years of development,there are mainly the following three main functions: to protect life,promote employment and prevent unemployment.At the present stage,the unemployment insurance system in our country is changing from the life insurance system to the employment insurance system.The function of the unemployment insurance system in the promotion of employment has been increasing,but there are still some imperfections.On the basis of consulting a large amount of data and literature,this paper expounds the function of unemployment insurance to promote employment from the theoretical aspect.The first part of the background and significance of the study conducted a preliminary understanding of the background,significance,literature review.The second part introduces the related concepts and theoretical basis of unemployment insurance.Secondly,it is the description of the status of the unemployment insurance to promote the employment function.Then,the author makes a factor analysis on the role of unemployment insurance in promoting employment,and concludes that there are four main factors that affect the function.In Hebei Province,a questionnaire survey was conducted to find out the real situation of unemployment insurance.On the basis of the analysis of the status quo,the author finds out the problems and constraints of unemployment insurance in promoting employment.This paper puts forward some suggestions on how to improve the employment function of unemployment insurance from the aspects of perfecting the employment project,optimizinthe structure of fund expenditure and increasing the employment orientation.The framework of this paper is summarized as follows: first,the theoretical analysis,and then through the analysis of the status quo to identify problems,and finally put forward countermeasures and suggestions.Under the framework of this paper,the author puts forward some constructive suggestions on the basis of the combination of qualitative and quantitative analysis and questionnaire survey.
