Since the reform and opening up,China's economy has increased rapidly,and energy consumption has been increasing.The energy problems and environmental problems caused by it will not be underestimated.Since the eighteen Party's,though China has achieved initial achievements in energy transformation and environmental governance,the situation of eco environmental protection is still grim.The plan of "12th Five-Year" began to advocate energy transformation and set up relevant strategic initiatives."13th Five-Year" energy plan clearly put forward new goals and key tasks for the innovation and development of China's energy reform and transformation,and puts forward the blueprint of building a modern energy system with "clean low C,safe and efficient" as the objective.The energy problem had risen to the national strategic level.Promoting energy sector reform and reducing energy intensity is an important way to promote energy transformation,and is an inevitable requirement to achieve green development and sustainable development.In accordance with this,with the "western development strategy","the revitalization of the northeast old industrial base strategy","the central rise strategy" and a series of national strategies,the transfer of manufacturing industry in China has accelerated,and the impact of industrial transfer of manufacturing industry on energy intensity is also increasing.Based on this,from the perspective of spatial econometrics,this paper studies the impact of manufacturing industrial transfer on energy intensity and the spatial spillover effects in China,and puts forward relevant policy suggestions.The main conclusions of this paper are as follows:(1)Based on the Moore idea,the paper calculates the direction and degree of the industrial transfer in China's manufacturing industry,and investigates the situation of China's manufacturing industry transfer since twenty-first Century.The results show that the manufacturing industry in East,middle and western regions of China has two levels of intra and inter regional transfer,although the range is relatively small,but the overall performance of manufacturing industry is transferred from the eastern region to the central and western regions,and the trend and scope of the manufacturing industry transfer is becoming more and more obvious under the guidance of policy.(2)This chapter gives a descriptive analysis of the energy intensity in China,and investigates the spatial autocorrelation of energy intensity.The results show that the total amount of energy consumption in China has been increasing continuously since the reform and opening up.The energy consumption in the eastern region is larger,the energy consumption in the central region is the second,and the energy consumption in the western region is small.The change trend of energy intensity is opposite to the energy consumption,showing a decreasing trend.The energy intensity level of the western region is higher,the energy intensity level of the central region is second,and the energy intensity level is low in the eastern region.In addition,the spatial autocorrelation of energy intensity is also tested in this paper.The Moran 's I value of energy intensity is obtained by Stata software,and it is found that the value passed the test at the significance level of 1%,which indicates that the distribution of China's energy intensity is significant spatial correlation instead of random in the geographical space.(3)In this paper,we use econometric panel data to analyze the impact of manufacturing industry transfer on energy intensity.The results show that manufacturing industrial transfer will not only affect the energy intensity of the undertaking area,but also influence the energy intensity in the adjacent area due to the spatial spillover effect.From the national perspective,the transfer of manufacturing industry has a significant negative impact on energy intensity in China,but has a positive spatial spillover effect on China's energy intensity.From the regional perspective,the transfer of manufacturing industry in the eastern region has a negative impact on energy intensity and a significant negative spatial spillover effect,but in the central and western regions has a positive impact on energy intensity and a significant positive spatial spillover effect.
