Study On The Operational Management Of Urban Utility Tunnel PPP Project In China

With the speeding up of urbanization and the continuous expansion of urban underground pipeline construction in China,the urban utility tunnel has developed rapidly in an intensive and modernized municipal pipeline construction mode.To relieve the pressure of construction funds and improve the efficiency of operation,our nation allows and encourages enterprises at home and abroad to adopt the PPP pattern into utility tunnel in construction and operation stage.But at present,there are some operational management problems in the utility tunnel project,mainly manifested in the following aspects: the lack of specialized management agencies;unclear cost allocation standard;imperfect underground space management system;imperfect laws and regulations and so on.This will be detrimental to the operational management in utility tunnel PPP project,and seriously hinder the smooth implementation and rapid development of the project.So it is imperative to strengthen the operational management in utility tunnel PPP project and carry out in-depth research.According to status analysis of the operational management in utility tunnel project,the paper designs preliminary evaluation index system of operational management elements in utility tunnel PPP project by reading urban infrastructure PPP projects and relevant literature.The paper corrects operational management index using the way of expert consultation,and ultimately determines the evaluation index system of operational management elements in urban utility tunnel PPP projects.The operational management elements contain five aspects: operational management organization;operational management system;operating charges;operational management technology and legal environment.The paper calculates weight of each index based on analytic hierarchy process and matlab,determines the degree of importance according to weight of index,and identifies the key elements of operational management.Next,the paper expands the analysis of the key elements of operational management elements in urban utility tunnel PPP projects.First,based on extracting and analyzing elements of management organization and system,the paper constructs management organization and system of the urban utility tunnel PPP projects in China.And then the paper analyzes the key elements of operating charges,which is relatively important.On the basis of clarifying the charging principle,charging contents and charging factors,this paper uses the incentive model based on incentive theory to promote the pipeline unit to invest in and use the project.According to the analysis of the charging game model,the countermeasures of operational charges are put forward from the perspective of governmental incentive.Secondly,the paper analyzes intelligent operational technology and points out the implementation process.At the same time,based on the integrity management point of view,this paper put forward the implementation of integrated operational management technology.Finally,the paper applies the main research results to the utility tunnel PPP project of Huai'an city,putting theory into practice,and provides reference proposal for the operational management of the project.
