With the economic globalization, going in the division of global value chains (GVC) managed by multinational companies has become the main way that developing countries join the global economy, but the negative factors lead developing countries to be in a disadvantage position. Experiences of the fundry in China's eastern coast has shown that joining the GVC to achieve industrial transformation and upgrading is difficult to achieve, and the results will be captured in low value-added production and processing sectors. Therefore, developing countries'industrial transformation and upgrading under the division of global value chains (GVC) has become an important point about domestic researchs. In the context of industrial transformation from the eastern coastal in China to the central and western, Hunan becomes a ideal position because of its excellent geographical advantages. In this paper, Hunan is the object of study, based on the local value chain from (NVC) and the GVC, analysis the industrial transformation and upgrading in Hunan Province in the division of global value chains (GVC), and then made specific reference.This text firstly uses industrial economics theory and theory of GVC to describe the theory of industrial transformation and upgrading, and then analysis industrial transformation and upgrading model by combining the deepening of international division with the evolution of the industrial transformation and upgrading, as provides a theoretical basis to the theoretical analysis of this paper.Then analysis the status quo about Hunan industrial transformation and upgrading under the division of global value chains (GVC). Through the National Statistical Yearbook during 1981-2009 we can reach conclusions : in the existing industrial structure, industrial structure in Hunan Province becomes "virtual advancement" and is unreasonable. And industry cluster is mainly traditional resource-based industrial clusters. All explain Hunan backward industrial structure . Way in foreign trade, the Hunan outward is not high, exports are mostly primary processing and low-tech products, Hunan, and the processing trade was rising FDI trends, FDI in the industrial structure between the distribution of apparent tilt, indicating Hunan has a similar pattern to the east coast of OEM GVC trade trends, foreign trade in Hunan way unreasonable.On this basis, further analysis of the current division of labor under GVC Hunan industrial transformation and upgrading of power, and the Prisoners Dilemma game theory model used to analyze the current plight of industrial transformation and upgrading in Hunan.Then a representative of the industrial transformation and upgrading of Korea and Taiwan comparison model, this paper should be taken that the Hunan government guidance, through the development of industries to relocate labor-intensive industries, using process-based transfer of industrial space to create a regional division of labor between the value chain, integration the comparative advantages of different regions, the establishment of local value chains based on the division of labor system, and gradually develop talent, technology and brand and other senior elements, forming a core technology of large enterprises, through the chain of the final competition to build their own global value system, mode of division of labor, to achieve the change from the NVCâ†'GVC achieve industrial restructuring and upgrading.Finally, according to models of Hunan's industrial transformation and upgrading , the article analysises the specific path ,on which Hunan makes industrial transformation and upgrading, and countermeasures from two levels about government and enterprises .
