Study On Countermeasure Of Implementing Innovation-driven Development Strategy Of Tianjin

Since the 18~thh National Congress of the Communist Party of China,the implementation of innovation-driven development strategy has already become an important strategy to accelerate the economic development mode and improve the comprehensive national strength and international competitiveness.Work should be done to further advance the sci-tech innovation and the comprehensive innovation in technology and mechanism,to strengthen the dominant position of enterprises in innovation,and to speed up the industrialization,with the purpose to form new growth engine and push forward the sustainable,sound development of economy.At present,China has stepped into new normal of economic development in which economy grows at medium-high speed,development mode is transformed to intensive pattern and industrial structure moves toward high-end.This is an inevitable stage of economic development.In order to adapt to the new normal of economic development,Tianjin,one of the four municipalities,has a more urgent need to achieve economic restructuring and industrial transformation and upgrading,and to promote the factor-driving economy into innovation-driving one by means of scientific and technological innovation.Based on the relevant theoretical research on innovation-driven development and combined with the condition of innovation-oriented development in Tianjin,this paper utilized the research methods such as literature research method,comparative research method and TOWS analysis method to carry out the in-depth analysis on the threats and the opportunities of the implementation of innovation-driven development strategy in Tianjin,as well as its own strengths and weaknesses.On the basis of this,it further optimized the strategic choice to advance the innovation-driven development in Tianjin.Eventually,it discussed the countermeasure and supporting measures of Tianjin's implementation of innovation-driven development strategy,and proposed three phases with regard to its implementation:the front-driven phase is knowledge innovation.A favorable foundation such as the policy guidance,platform construction,talent gathering,basic research,and enterprise innovation activity should be laid for the innovative development;the mid-driven phase is technological and industrial innovation.By increasing R&D investment,upgrading traditional industries,developing of high-tech industries,deepening integration of industry,university and research,creating an atmosphere for innovation,the ecology of urban innovative development can be further developed;the final-driven phase is the construction of innovative city.The effective connection between innovation chain,industrial chain,service chain and capital chain can be made through the expansion of companies'innovation cluster,enhanced regional collaboration,built service system,optimized financial output.These three phases are the interactional and cyclic process,which can help to realize the strategic target of promoting the innovation-driven development jointly.By virtue of concerted efforts of government,enterprise,university and research institute,Tianjin can realize the innovation-driven development along with the improved comprehensive strength of science and technology,elevated capability of industrial innovation,upgraded innovation support system,and optimized environment for innovation and entrepreneurship.
