Supply And Policy Evolution Of Industrial Land In Naxi District, Luzhou City

Urbanization and industrialization are the historical process that China's western region needs to urgently promote and coordinate.The increase in demand for supply of industrial land,the reduction in the amount of industrial land,and the qualitative improvement from extensive use to conservation and intensive use become inevitable.Reasonable supply of industrial land is not only conducive to the formation of industries,but also can promote employment and promote sustainable development of urbanization.This paper takes the Naxi District of Luzhou City as an example,and uses the methods of literature,field survey,questionnaire,quantitative and qualitative analysis,and case analysis and so on.Based on the investigation and analysis of the supply and utilization of industrial land and the relevant literature at home and abroad from 2008 to 2017.It has been conducted on the characteristics of industrial land supply,comparison of industrial land supply policies,and improvement of industrial land supply policies.The main contents and conclusions of the thesis are as follows:(1)Based on the market environment of industrial land supply in Naxi District,the characteristics of industrial land supply are revealed through investigation and analysis.Through the industrial land supply market research,the supply of industrial land in Naxi District is mainly auctions and listings,all of which are supplied with land use rights for 50 years and the prices have been increasing year by year.The approval and trading system for land supply has gradually improved from scratch.However,there are still problems such as the imperfect examination of industrial project entry,the refinement and quantification of indexes are not strict,most investment intensity and taxation index are not up to standard,the transfer contract is simply formatted,lack of post-supply supervision,the efficiency is inefficient,the inefficient use is widespread,the transfer is difficult,and withdrawal is mainly government recovery and so on.(2)Through the comparison of the industrial land supply policy in the state,province,city and district,combined with the characteristics of industrial land supply in Nanxi District,the problems existing in the industrial land supply policy in Nanxi District were sorted out.They have many problems such as the lack of access to projects in the early stages,the large number of non-foundation construction projects,the lack of index control for project access review,simple contractual arrangements,difficulty in fulfilling contracts,lack of compliance,and difficulties in the redevelopment of inefficient industrial sites and few forms of redevelopment,narrow exit routes,too many barriers to transfer of industrial land,and lack of supervision,and the contradiction between increase and demand is prominent.(3)Combined with the existing problems of industrial land in Naxi District,the improvement measures of industrial land supply policy are put forward.We should strengthen the land use planning and industrial planning,quantify and refine the indicators for the review of construction land pretrial and industrial project entry examination,multivariable supply of land,use the year to increase flexibility,and reduce the price gap between the same business land,residential land,management and public service land,strengthen the contract management and post supply supervision,and widen the exit channels of industrial land,encourage the redevelopment of various types of inefficient industrial land,increase the strength of the unused land,relax the conditions for the transfer of industrial land,make the market determine the free flow of industrial land,and increase the collective operational construction land into the market.
