Research On The Difference Analysis And Service Quality Of Public Service Expenditure In Beijing-Tianjin-Hebei Region

With the rapid development of economy,the living standard of the people is also improving correspondingly.However,as for the different living standards in different regions,the state has also paid more and more attention to the subsidy of public life and public services.Public service expenditure is the data that reflects this link every year in government expenditure.Public services,is the government as the main body of the public sector,using a variety of mechanisms and ways,to provide all the social members with common consumption and equal to enjoy the nature of the conduct or activity in the service level of public goods.And public services,is mainly refers to used for protection of the normal operation of authority institution,support the agency unit to perform the functions of guarantee agencies department project spending needs,retired cadres to carry out the independent choosing profession the va and support local gold,etc.The public service in the government's fiscal spending most reactions to a regional government subsidies to people's life,so,in the context of integration of the Beijing-Tianjin-Hebei region,Hebei province public services spending compared with what gap between Beijing and Tianjin? What can be used to complement each other? How can we achieve the coordinated development of the Beijing-Tianjin-Hebei region? These are the main problems and objectives of this paper.In this paper,starting from theoretical basis,combined with the actual data to carry on the empirical analysis,analysis of the three areas of Hebei,Beijing and Tianjin government public services and its status quo analysis of fiscal expenditure scale,and study of the main influence factors analysis,and compared the three areas of different public services and Hebei region complementary aspects should be considered.The study was initially based on the implications of public service spending and several factors that most affect public service spending.Measures include: pension,medical insurance payment per person,per capita urban unemployment insurance expenditure,education expenditure per capita pay,every college students' enrollment population,per capita water resources quantity,living garbage disposal rates and other important public services.Then,the paper uses grey relational degree and factor analysis method to explore the factors that may affect the government's public service expenditure.The study found that the influence factors of these selected factors and the grey relational degree of the public service mostly met the ideal value of gray correlation.In the Beijing-TianjinHebei region,the grey relational grade is sorted differences.Subsequent factor analysis,and combined with the grey correlation degree of ideal situation,does not meet the requirement and the actual situation by two factors,and finally determined from two factor endowment health care and education and environmental protection to the analysis of the Beijing-Tianjin-Hebei region,especially in Hebei region with the Beijing-Tianjin region difference.It is found that there is a large gap between the Hebei area and the Beijing-Tianjin area in all aspects.There are still many places to make up.Finally,based on the actual situation,the reasons and Suggestions are put forward.Beijing-Tianjin-Hebei area coordinated development is the country put forward the slogan of the regional development in recent years,but compared with the BeijingTianjin and Hebei region,regional economic strength and a big gap to keep up with the pace of the Beijing-Tianjin region on public services also need a lot of effort.BeijingTianjin-Hebei equalization of public service problems with other studies of the article is slightly different,this article is not only a few big aspect,but according to recent public service has an important influence of several factors to consider,as far as possible to do a more comprehensive analysis and research.
