Evaluation Of The Development Level And Influencing Factors Of Beijing-Tianjin-Hebei Science And Technology Service Industry

With the continuous development of the social economy and the rapid advancement of science and technology,the science and technology service industry,as the core content of modern service industry,plays a vital role in promoting the transformation of economic development mode,relieving employment pressure and accelerating social development.Under the circumstances of global economic integration and innovation-driven economic development model,the science and technology service industry,which can promote the upgrading of industrial structure,is becoming a strong driving force for China to become an innovative country.With the implementation of innovation-driven strategy,science and technology service industry is becoming more and more related to the level of regional development.In October 2014,the State Council issued a document " Opinions on Accelerating the Development of Science and Technology Services",which made a unified deployment for the development of science and technology services,and pointed out the direction for the first time.With the increasing emphasis on science and technology service industry,Beijing,Tianjin and Hebei provincial governments have issued a series of policies to support the development of science and technology service industry.The proposal of the "Beijing-Tianjin-Hebei Collaborative Development Plan" and the vigorous promotion of the construction of the Xiong'an New District have brought new opportunities to the development of science and technology service industry in Beijing-Tianjin-Hebei.However,the development of the Beijing-Tianjin-Hebei technology service industry is not optimistic,and there are still many problems at present.In order to better seize the opportunity,this paper takes the science and technology service industry in Beijing-Tianjin-Hebei region as the object,evaluates its development level,and analyses its influencing factors,to offer theoretical references for the sustainable development of science and technology service industry in Beijing-Tianjin-Hebei region.This paper consists of seven parts.First,the introduction mainly contains the background,significance,content and methods of research,also includes innovations and domestic and foreign research results.The second part explains the basic problems of the science and technology service industry.On the one hand,it defines what science and technology service industry means,and introduces the main characteristics,basic classifications and development significance of science and technology service industry.On the other hand,it summarizes the research foundation of this paper.Third,the PEST analysis method is applied to analyze the environment of the development of science and technology service industry in Beijing-Tianjin-Hebei region.The fourth part,combination with reality,analyzes the development status of the Beijing-Tianjin-Hebei technology service industry in the past five years.Fifth,this part uses the methods of entropy weight method and grey relational analysis comprehensively,to measure the ranking of the development level of science and technology service industry in 30 provinces except Tibet,which selects 16 indicators in four dimensions: development scale,technology investment,science and technology output,and development environment.This part analyses the position of Beijing,Tianjin and Hebei in the development of national science and technology service industry,and compares Beijing,Tianjin and Hebei with the Yangtze River Delta and the Pearl River Delta.The results show that the development level of Beijing's science and technology service industry is at the national leading level,with Tianjin the middle and upper level,and Hebei Province the middle level.In addition,based on practical researches,the science and technology service industry in the Beijing-Tianjin-Hebei region has also exposed with problems such as the imbalance of development,and the relative shortage of investment and output of science and technology service industry in the Tianjin and Hebei region,which directly restrict the overall development of science and technology service industry in Beijing,Tianjin and Hebei.And the research data in this part comes from China Statistical Yearbook,China Tertiary Industry Statistical Yearbook and China Science and Technology Statistical Yearbook.Sixth,using the ridge regression quantitative analysis method to further explore the factors affecting the development level of the science and technology service industry.It is concluded that the number of legal person units,research and development institutions,the number of employees in science and technology service industry,the wages of employees in science and technology service industry,the number of papers published by scientific research institutions in various provinces,the per capita GDP,and the proportion of the population with bachelor's degree or above in the total population are the significant factors influencing the development level of science and technology service industry.Seventh,according to the current development situation of science and technology service industry in Beijing,Tianjin and Hebei and the above empirical research results,this paper puts forward corresponding solutions from five dimensions: increasing the scale of development of science and technology service industry,increasing capital investment,increasing talent cultivation and introduction,innovating new forms of science and technology service industry,and optimizing the development environment of science and technology service industry.
