Research On PPP Financing Risk Management Of Vocational Education Park Project In X City

With the rapid development of economy,the people's living standard has been continuously improved,and the demand for public goods has also been changed from the basic life support to the current education and medical treatment.However,in view of our current economic level,it is not possible to rely solely on the government to solve all these services.In order to alleviate financial pressure,the government has vigorously promoted the PPP project financing,which can solve the problems of the government funds,make good use of social idle funds,and improve the efficiency of government supply and project management.On the 19 th National Congress of CPC,general secretary Xi stressed that education should be guaranteed,and all levels of governments should give full play of their functions to achieve the gradual improvement of education.Because no failure is allowed in education project investment,the risk management of basic education PPP project seems very important.As a prefecture city,X City in Henan Province has strived to build the city brand construction,the biggest problem it facing now is how to use the limited funds to accelerate the pace of city infrastructure.By adopting the domestic successful experiences,X vocational education project has selected PPP financing mode.The total size of the project is up to 1 billion 500 million,with the operation cycle of 15 years and the capital cost rate is about 5.5%,and 20% of the government shares with the private equity allocation of 80% shares.The unique characteristics of the PPP project is that the government post operation period by fallback safeguards,the result of which may be that the moral hazard is not common risk factors.This paper focuses on the characteristics of Vocational Education Park project;the first chapter introduces the background and significance of the research,and introduces the main contents and methods of research,and the technical procedure of this paper.In the second chapter,X vocational education project construction situation and financing mode are introduced,research data on financial evaluation of Vocational Education Park project with the current occupation education X and the chart data as evidence materials to project are deeply analyzed.The third chapter introduces the whole process and characteristics of park project under PPP financing of vocational education,then the vocational education and Delphi method Park project risk identification are also introduced.The fourth chapter first builds the risk evaluation system of PPP Park project in vocational education,and then use AHP application and the scoring results of Education Park project from experts to evaluate 18 risk indicators,the risk factors of single order and a total order are gained.The results shows that the most important factors of Vocational Education Park are product price risk,construction costs risk,interest rate risk,and expected return risk.At last the comprehensive assessment of project risk is calculated according to the risk probability and risk loss of data and the project risk is analyzed based on the risk assessment results.The conclusion is that risk of the Vocational Education Park project relatively small.The fifth chapter mainly combines the risk management methods to propose the corresponding risk prevention strategies for different types of risk factors in Vocational Education Park project.The sixth chapter describes the Vocational Education Park project research on risk management of PPP financing,with the hope that this research will have certain reference value to the X municipal government implementation of further PPP financing projects.
