Presently, the economical marketability, government's miniaturization, as well as the citizen realizes awakens all is summoning, our country Institution are tend to introduce science management concept to improve management efficiency. Due to scientific research institution long management backward system and the situation of low efficiency of management, the introduction of performance management idea, implementing performance management, is current the most urgent task for scientific research institutions. Performance management is a process of higher level managers and employees constantly two-way communication, and a consensus of processes between the organizational target and how to achieve the goal, as well as the management methods of increasing staff successfully achieve organizational goals. Either the organization or individual staff, performance management is a very significant management work.However, our country for performance management research is still in the exploration and early stage in the public sector especially in the research institutions. This paper attempts to base on the domestic advanced performance management theory and practice experience of reference and summarized, in view of Jiangxi province agricultural sciences stage performance the problems existing in the management and puts forward a preliminary performance management improvement plan. Hoping the performance management plan established for the Jiangxi Academy of Agricultural Sciences, can provide certain reference and reference value that can promote trade and related units to raise the level of performance management.
