With economic development and scientific and technological advances as the core of human resource management performance appraisal, more and more people of all ages. Today, the performance evaluation of personnel management departments in the enterprise not only play a huge role, and into the scientific research institutes and research institutes to become an important part of personnel management. Research institutes, researchers are one of the core human resources, the merits of their performance is directly related to the research team and research institutes in the overall level of performance. How to build a relatively complete system of performance appraisal of the implementation of scientific research personnel, reasonable and fair performance evaluation and assessment, has become a management priority.Sichuan Academy of Social Sciences Humanities and Social Sciences as an institution, output, mostly macro and abstract spiritual products, and the outcome of the ideological field, the humanities and social sciences staff performance appraisal is an even more difficult.
