The Influence Of OFDI Reverse Technological Spillover On Regional Innovation Ability

Under the background of economic globalization,the competition between countries has become more and more fierce,for developing countries,it's not useful to only depend on cost advantage,technique advantage has gradually become the core competitive power of countries and enterprises,using OFDI to get advanced technique is one of the most important ways.With deepening of the opening-up reform and the implementation of the “going out” strategy,China has accelerated the pace of outward foreign direct investment.More and more scholars started to focus on China's OFDI.Among those,a main study direction impresses the relatioship between reverse technological spillover's effect of China's OFDI and domestic technological progress.However,few scholars divided the regional innovation ability from technological progress,nor did they do the study on the relationship between reverse technological spillover effect of China's OFDI and regional innovation ability in the perspective of technological innovation.So,this paper starts from the view of regional innovation ability,along with two aspects of theory and empiric,it analyses the influence of reverse technological spillover effect of China's OFDI on domestic regional innovation ability.This paper overviews relative existing literature at home and abroad concerning outward foreign direct investment,regional innovation ability and the influence of reverse technological spillover effect of OFDI on regional innovation ability.Then it summarizes relative theory of OFDI's reverse technological spillover and regional innnovation ability and tries to analyse the mechanism of the influence of reverse technological spillover effect of OFDI on regional innovation ability.On the basis of the above theories,this paper uses provincial panel data,firstly it takes a test on the existence of OFDI's reverse technological spillover and then it does an empirical regression between reverse technological spillover effect of OFDI and regional innovation ability.The empirical regression results show that the reverse technological spillover effect of China's OFDI presents a positive effect on its technology progress,which means that OFDI's reverse technological spillover effect does exsit.Considering about different regions,the results are different.The reverse technological spillover effect of China's OFDI presents a positive effect on regional innovation ability in the east and middle area,whereas a negative effect in the west area.The gaps also exist among the different kinds of patent license including thepatent for invention,utility,and appearance.Finally,it comes to the conclusion and policy suggestion.After summarizing the conclusion of this research,we come to corresponding policy suggestions from the aspects of countries,regions and enterprises.
