The Research On Overseas NGOs In Mainland Of China Participating In Chinese Poverty Governance

It is the solemn commitment to the people and the sacred historical mission of the party to build a fully well-off society.The work of Chinese poverty governance has reached a especially important stage,but at present our country's poverty governance government mechanism,market mechanism and social mechanism have many flaws and problems:The participation of poor people is not strong,at the same time the attention to improving the ability of the poor is insufficient;The diversification of poverty governance subject and the effective integration between existing poverty governance organizations is inadequate;The funds management of poverty alleviation is imperfect;Information collection and transmission have defects;Poor governance targeting mechanism is imprecise;Lack of scientific supervision and evaluation mechanism become obvious.Industrial poverty alleviation is facing the problems of industry's own development and the lack of association of industrialization and poverty alleviation.Domestic non-governmental organizations participating in poverty governance is short of capacity of resource mobilization,which also get little recognition from the society.Further more,NGO coordination with the government is not enough and so on.Overseas NGOs have entered China very early,and its projects are more involved in the field of poverty alleviation.It has the advantages of diversification of financing channels,standard internal management and scientific operation of the project.The project in poverty-stricken areas in our country has achieved remarkable results.It is necessary to study NGO overseas in mainland of China to create better conditions so that NGO overseas can serve the cause of poverty alleviation in China,which also provide reference for the poor governance of our government and domestic NGO in order to achieve our poverty governance objectives.The case study of heifer international and its projects in Qingshen County explore the difficulties faced by overseas NGO in mainland of China.In order to make the NGO overseas in mainland of China play a greater role in poverty alleviation,we need put forward suggestions on improving the NGO participation in Chinese poverty governance.Our government should improve the management of overseas NGOs in mainland of China,Chinese government should establish cooperation between Chinese government and overseas NGOs in mainland of China,standardize management of overseas NGOs in mainland of China,improve tax preferential policies,so that we can create favorable conditions for its activities.NGOs in mainland of China should reasonably position itself,strengthen human resources construction,and strengthen cooperation with other poverty governance subjects in China.Pay attention to playing the role of our local NGO,local NGO should make a good job of management work and service for overseas NGOs in mainland of China.
