Study Of Measuring And Governance On Multidimensional Poverty

The problem of poverty has been paid more and more attention in international research.Anti-poverty and regional poverty have become the two focus of attention in the current academic circle.In recent years,our country has been increasing the strength of poverty alleviation,and the work of poverty alleviation has been improved and remarkable results have been achieved.In the background of the new poverty situation and the precision of poverty alleviation,It is particularly important that how to understand poverty and measure poverty.It can not only understand the production and living conditions of rural residents,but also judge the urgency of the needs of various aspects.On the one hand,it provides a reference for the formulation of anti-poverty policy for poverty alleviation.On the other hand,it can also provide a way to monitor and assess the results of anti poverty.First,based on the existing academic achievements,this study combs the methods of poverty definition at home and abroad,and the related theories of poverty measurement.The article mainly uses the multidimensional poverty measurement method proposed by Alkire and Foster to study the Hunan area.The key to the use of multidimensional poverty measure is the selection of dimension and Multidimensional Poverty Index.Different measures proposed in the summary of authoritative scholars and compare their advantages and disadvantages,this paper constructs the index system including three dimensional life,health,education,measure education,children,health,housing structure,clean drinking water in Hunan area of Multidimensional Poverty farmers.All the sample data are from field research.The data showed that in the single dimension poverty measurement,the poorer families in Hunan area showed serious poverty status in terms of education level and health indicators,followed by clean drinking water and main source of family income.Multidimensional measurement point of view,there are 3 indicators of deprivation of the population accounted for 25%,with the increase of the dimension of poverty,poverty continues to deepen;dimension decomposition results,sources of income,health and education contribution to the Multidimensional Poverty Index is the largest,most of the poor in the multi dimensional perspective is not off poverty.Through the research,this paper obtained the following conclusions: first,the first "Fu Chi," poverty alleviation and strengthen farmers ideological education and skills training;second,implement and improve the medical security system,effectively control the poverty rate;third,to strengthen the village helping work,focus on improving the farmers' welfare indicators;fourth,the precise identification should be included in the cube from the perspective of the adjustment of the aiming mechanism.The main innovation of this article is based on the perspective of the precise poverty,to households for multidimensional participatory measure samples.According to the comparative study of the decomposition and removal of the poor subgroup of poor households.Through the multidimensional poverty measure,the essence of farmers' poverty is revealed.The most important thing is to provide a powerful tool and perspective for the identification of poor population and the formulation of Poverty Alleviation Policies.
