In recent years,how to protect farming ecological security,arouse government and farmers'initiative to protect farming,and promote the development of varies areas,our country has consecutively implemented a series of cultivated land ecological compensation policies and draws wide public concern.We have made great strides in cultivated land ecological compensation policies theory,like compensation theory,the way of compensation and compensation object and so on.But it is little research in cultivated land ecological compensation policies performance evaluation.Current research still lack theoretical analyzing frame for cultivated land ecological compensation policies,so it is hard to evaluate thepractical effect.In that context,how to construct the theoretical framework for cultivated land ecological compensation policies and scientific assessment the practical effect become the focus of the research.Firstly,carding cultivated land ecological compensation policies,analyze its targets and measures.Then,collection of research achievement,built an index system up in four sides:land strength level,economic performance,social performance and ecological value.Use Entropy-TOPSIS fit indices,use gray relations to determine the correlation degree of each index.And then,constructing the systematic dynamic model.Finally,take Kaihua,zhejiang province for example,identified the difficult process of cultivated land ecological compensation policies,and put forward corresponding suggestion for improvement.Through this study,the main conclusions are as follows:?1?From 2007 to 2015,Comprehensive performance is on the up trend in Kaihua,cultivated land ecological compensation policies are effective,and its has the necessity and feasibility to practice.?2?By computation,the ecological value of cultivated land resource increased significantly.Based on the externality theory,follow principles of“who enjoys,who pays”,we need to construct the sustainable growth of compensation limit.?3?By gray relations,influence degree of different factors is obtained.Most significant factors are the willingness of cultivated land ecological protection?X8?,per capital incomes of rural residents?X4?,pollution-free agricultural production base?X1?,peasant workers?X9?.It means that,to improve comprehensive performance of cultivated land ecological compensation policies,policies should improve the willingness of cultivated land ecological protection,increase farmers'incomes and support pollution-free agricultural production base build.?4?Through the system dynamics model,when implement cultivated land ecological compensation policies?2010-2025?composition performance annual growth reached 10.3%,unimplemented cultivated land ecological compensation policies composition performance annual growth reached 7.5%,so the cultivated land ecological compensation policies has brought good effects.Comprehensive performance rises faster than without policies.Based on the conclusion,this paper puts forward the following suggestions:?1?setting reasonable standard of compensation,make sure spend fields;?2?increase compensation method;?3?improve farmers'willingness;?4?set reasonable compensation cycle.
