As a joint venture enterprise,it is important for Xiangtan ENN Gas CO,,Ltd to speed up the company's talent team construction,optimize the allocation of resources,enhance the overall quality and capacity of staff in the rapid development of enterprises,Xiangtan ENN Gas CO,,Ltd as a gas business has many special types of workers can not directly learn from the national professional technical personnel qualification examination,which led to the phenomenon that many employees get the national certification,but the enterprise can not appoint them.So the establishment of their own qualifications system is particularly important.Based on extensive reading of literature and combing theory,this paper analyze the company's current professional technical personnel qualification management problems:the concept of qualification is vague,the company does not have reasonable docking for external title and qualified technical personnel,leading to qualification level "useless" etc..For the problems of Xiangtan ENN in the development of professional technical personnel,we research and design in line with the characteristics of the professional technical personnel qualification management system.Professional technical personnels are classified according to the categories and types of job,and given specific standards,including four aspects:role definition,reporting requirements,knowledge and skills requirements,and business behavior requirements.Through the conditional review,knowledge and skills examination,business behavior review,comprehensive review,feedback results and other aspects,to distinguish the level of employee qualification.The company will give different levels of technical staff different job responsibilities,but also give different salary benefits and training development opportunities.The improvement research of the company's management of qualification needs support of the management group and professional team.Also human resources,other modules system's construction and optimization solid the foundation of qualification system.The results will also be used in corporate recruitment and selection,training and development,performance and pay benefits.In this paper,the research achievements have good guidance meaning for prombles of the unclear development channel of professional technical personnel and the lack of the inner motive power of self development.And also the research for other enterprise employee career development management provides reference.
