Research On Quality Supervision And Management Of The Construction Of The Public Housing

Nowadays,housing security involved the people's livelihood has become the focus of the whole society,accelerating the construction of the Public Housing will continue to be the focus work of the government during the period of“13th Five-Year".In the face of the problems of quality defects,worse facilities condition of the Public Housing construction in China,the thesis through the analysis of literature research and policy comes to dicision that the problems are analyzed to three aspects,and then analyzes the reasons through theoretical analysis and literature analysis,it uses the "three circle theory" and the theory of public policy to analyze the reasons which include incomplete system of laws and regulations,unsystematic system of supervision and organization and backward way of supervision,meantime,in order to verify the reliability,the thesis uses structural equation model to empirical analysis,finally verifies the theoretical hypothesis.The thesis describes experiences from the developed countries and regions,and draws inspiration from the three aspects of laws and regulations,supervision organization,and supervision measures,finally,it offers proposals.The system of laws and regulations is supplemented by three aspects from the relevant laws and regulations,policies and technical standards;the supervision organization system is perfected by three aspects from government regulation,market supervision and social supervision,which build a game model to analyze the behavior of stakeholders and introduce social supervision to strength the supervision of quality supervision organization;the measures of supervision are riched by three aspects from supervision evaluation,integrity construction and informatization supervision,supervision evaluation is developed by two aspects from quality behavior and physical quality,the thesis applies fuzzy comprehensive evaluation methodto do it;integrity construction builds credit faith information platform;informatization supervision introduce advanced technologies like BIM,big data and cloud platform to improve the efficiency of the Public Housing's quality supervision,to improve the quality of the Public Housing,finally,it protects the safety of people's lives and property.
