Study On Japan Public Housing Policy And Its Enlightenment For The Construction Of Public Housing Of China

After the World War Ⅱ, Japan confronted with the serious deficiency of Housing. In order to work out this problem, the government of Japan implemented plenty of housing policy. After the number of housing reached to a relative large number, the government of Japan began to search how to improve the quality of public housing. At present, the construction of Japan public housing has been relatively mature. Currently, China’s public housing is at the\initial stage. Therefore, China can learn how to construct the public housing from the experience of Japan.This paper mainly discuss the construction of public housing of Japan from quantity to quality, then into the stage of utilizing private housing as a mean to work out the problem of housing deficiency. This paper also focus on the plan of Japan house construction, the transformation of its housing policy and its recent development. Besides, this paper discuss how Japan government construct security housing for the families of lacking of housing such as senior citizens, handicaps, and families with economic problems. Also, these papers described the classification of our country’s public housing, present situation and its future development, and suggest how to learn from Japan’s experience to develop our country’s public housing.The main contents of this paper can be divided into six parts as follows:The first part is to briefly describe the backgrounds and aim of this paper, to systematically straighten out the research literatures at both home and abroad. Based on this, this part also tries to describe the main questions of this paper to be worked out and the creation and deficiency of this paper.The main content of the second part is to systematically introduce the basic situation of the Japanese public housing construction, including Japan’s housing construction plan, the enactment of the law of public housing, the supply mode change of public housing construction, the limit of qualification, the processing of new demands, the moving out of high income groups, and public housing and well-being policy cooperation.The main content of the third part is to systematically describe the recent developments and the basic experience of the construction of affordable housing in Japan, Recent developments of the construction of affordable housing in Japan, mainly concerning the re-building of the public rental system, residential rental subsidy reform and innovation and so on. The innovation of Japan affordable housing system is mainly elaborated from theory and perspective of policy execution.The main content of the fourth part is a brief introduction to the basic status of the affordable housing of our country, including the type of public housing, the status of China’s construction of affordable housing, and the development direction of affordable housing.The fifth part of the content is to put forward the basic direction of the development of affordable housing based on systematic summary of the basic experience of the construction of affordable housing in Japan.The sixth part is a summary of the research findings of this paper and points out the article shortcomings and the next step of study.
