With the development of economy,our country is now committed to the increasing farmers' wealth and property income.As our country economic came into the transition period,country began to emphasize the slowdown in economic growth and the quality of development and the importance of optimization and upgrading about economic structure.At the same time,our country is also devoted to the increasing in the proportion of farmers' property income and the implement of coordination and sharing philosophy so that more people can share the benefit of development.At the fifth plenary session of the 16th,our leaders put forward the idea that contracting management of land circulation to increase the farmers' property rights and promote the increase of farmers' property income.But it is very difficult for farmers to increase the income because of the lack of main body in land property right and standardization in circulation market and imperfection in rural financial system and social security.As a result,the phenomenon of land pastureland,land wastage and the destruction of the ecological environment are very serious.On that context,this paper analysis the farmland property rights from the perspective of "Three Divisions".And then this article expounds the mechanism of the rural land transfer of agricultural land right promoting farmers' income.On the basis of analyzing the present situation of farmers' property income,this paper explores the factors that restrict the increase of farmers' property income and reveals the deep roots of farmers' income at this stage.By combining the practice and experience of increasing farmers' property income in some areas of our country,the paper further explores the effective forms of land ownership,contracting right and management right which to separation three divisions and farmers' property income growth path.
