In the process of economic system transition,the focus of China's strategic development has been gradually transferred to "The Country of Knowledge",and technological progress has become the source of economic growth.Intellectual property protection,as an important institutional tool to stimulate independent innovation and technology diffusion,attracts the attention of academic circles.This paper establishes theoretical model from two aspects of the perspective of micro-manufacturer behavior and macro-economic growth.It concludes that the change of intellectual property protection intensity has a direct impact on technological innovation and technology diffusion,in order to indirectly promoting the endogenous effect of technological progress on economic growth.Comprehensives academic research results and considers the characteristics between legislation and judicial asynchrony caused by China's economic transformation,this paper further improves the quantitative system of traditional intellectual property indicators.Then by quantifying the data,the relationship between intellectual property and economic growth in the long and short periods are empirically fitting.In the end,this paper puts forward policy suggestions on the adaptability of intellectual property protection intensity and some related problems.The main conclusions of this paper are:(1)the asynchrony between legislation and enforcement of intellectual property rights is the inevitable requirement in the process of economic transition in China,by using strict legislation strength setting up the standard,and selecting the intensity of moderate enforcement protecting the improvement of technology level and economic benefits.(2)The optimal intensity of short-term and long-term are difference.The strength of the national optimal intellectual property protection needs to be adjusted according to the level of economic development.(3)As an endogenous factor of economic growth,science and technology can effectively promote the positive effect of other endowments on economic growth.
